POSITION: IT Program Manager – Senior
LOCATION: Seaside, CA
SCOPE: Serves as a Contract Program Manager on a major IT services contract for the U.S. Army
RESPONSIBILITIES:
- Identifies and manages contract performance and cost risks.
- Plans for and oversees the contractor team’s technical service delivery following industry best practices (e.g., ITIL, Agile), ensuring meeting service delivery requirements, quality standards, and Government customer satisfaction objectives.
- Designs, monitors and facilitates the collection and preparation of program metrics measuring efficiencies and effectiveness, and manages other reports and briefings as required.
- Serves as the contractor’s primary interface to the Government’s Contracting Officer, Contracting Officer’s Representative (COR), and Government Task Monitors.
- Responsible for formulating and enforcing work standards for contractor personnel, assigning work schedules, reviewing work discrepancies, supervising contractor personnel, and communicating priorities, policies, purposes, and goals of the organization to subordinates.
- Ensures the timely submission of all contract deliverables to established quality standards, including monthly and weekly reports, plans, technical documents, staffing assignments, and completion of training and security certifications.
- Establishes and manages budgets, forecasts, manpower, equipment and supply needs for the contract.
- Responsible for maintaining a qualified and high-performing workforce, including partnering with corporate resources to manage recruiting, hiring, training, and recognition of personnel on the contract.
- Supports corporate initiatives including business development, proposals, and quality and outreach initiatives.
QUALIFICATIONS:
- Bachelor’s Degree and 7 years of relevant experience; additional years of experience and/or specialized training/certifications may be substituted for education.
- Education or certification must be in an IT or IT management discipline related to the assigned program area (e.g., Computer Science, Information Systems, Computer or Software Engineering, Business Management, other Engineering, etc.).
- 4+ years of experience in a technical team leadership or IT project management role, preferably on US Federal Government projects.
- PMI PMP certification; PMI-ACP certification is a plus.
- Strong understanding of risk management, quality management, and project management principles and techniques.
- Effective communications skills including business and technical writing.
- Current DoD 8570.1 IAM Level II certification (e.g., CAP, CISM, etc.) is a plus.
SECURITY CLEARANCE: Active DoD Secret Clearance
SALARY (Based on level of experience and expertise): $140K – $180K
