Job Title: Senior Technical Project Manager
Work Location: NOAA HQ, 1315 East West Highway, Silver Spring, MD 20910, USA
Education: Bachelor’s degree in related field
Experience: 10+ years of relevant experience
Provides project coordination and management services supporting NOAA’s National Marine Fisheries Service (NMFS) Offices. These tasks may include but are not limited to the following:
1. Technical Liaison
Serves as a technical liaison between trade monitoring programs leadership, teams, and end users and technical resources in the NMFS Offices of International Affairs and Seafood Inspection (IASI), Sustainable Fisheries (SF), Science and Technology (ST), and Chief Information Officer (CIO) to clarify high-level goals and expectations and project specific tasks, deliverables, milestones, timelines, budgets, and resource allocation.
2. Project Manager
Serves as a project manager, managing the full system development life cycle for trade monitoring applications, assigning and monitoring project work among trade monitoring application development team members, setting goals and priorities, and approving work schedules and deliverables for the completion of trade monitoring application development projects.
3. Business Analyst
Serves as a business analyst working with program leadership, groups, and end users and application development team members to analyze business needs and processes, eliciting and documenting requirements.
4. Security Analyst
Responsible for working with security staff to ensure effective cybersecurity for all trade monitoring applications, including sensitive Business Identifiable Information (BII).
Requirement Expertise
1. The position requires extensive knowledge of and experience managing the full system development life cycle for web-based, database-driven, custom software development projects, including gathering requirements, designing, developing, and implementing information management systems and the ability to design, develop, and administrate databases and applications, applying a high degree of imagination and creativity to problems recognized as critical obstacles to progress in an area of exceptional interest.
2. The position requires extensive knowledge of and experience with data Extract, Transform, and Load (ETL) practices, including data quality assurance, data validation and standardization, data reconciliation, data transmission, data encryption, and large volume data processing.
3. The position requires extensive knowledge of and experience working on web-based, database-driven, custom software development projects utilizing Java, Tomcat, and Oracle technologies.
4. A basic understanding of machine learning and artificial intelligence concepts and their application to data processing, data analysis, and application development is a plus.
