POSITION: Facility Security Officer (FSO)
LOCATION: On-Site w/Customer at White Sands Missile Range (WSMR), New Mexico
SECURITY CLEARANCE: Active DoD Top-Secret Clearance
SPECIFIC TRAINING: Defense Counterintelligence and Security Agency (DCSA) mandated FSO training provided through the Center for Development of Security Excellence (CDSE).
SCOPE: Supports the Government site and information systems security team in facility security operational tasks for the WSMR contract, including coordination with other WSMR Government stakeholders and with Caelum’s Project Manager/Site Lead. The FSO is responsible for day-to-day administration and works in close coordination with the Caelum HQ FSO to implement and maintain the Company’s industrial security program, in support of the WSMR contract and on-site government facility. The position works closely with government security representatives and Company program management to ensure compliance with applicable federal requirements, government contract requirements, and Company security policies and procedures.
RESPONSIBILITIES:
- Coordinate the delivery and tracking of required security training for casual or temporary employees or personnel who do not require WSMR network or installation access. Training assignments and tracking are performed through the ATEC Training Tracker Module (ATTM).
- Compile monthly and annual reports including list of employees and completion dates of each training event for submission to the White Sands Test Center Security Industrial Security Officer.
- Track and report Contractor new hire security training status to ensure training completion within 30 days of start date on contract. Coordinate with the Government Training Coordinator, the Industrial Security Officer, and the COR to ensure security training compliance.
- Maintain and provide monthly updates to the WSMR Personnel Security Manager and the COR a list of all cleared Contractor and Subcontractor personnel performing on the contract and serviced through the Defense Information System for Security (DISS).
- In coordination with WSMR government security, monitor and assess potential security risks of Caelum personnel.
- Maintains a close working relationship with the HQ FSO and is responsible for communicating security matters, compliance concerns, personnel security issues, security incidents, and other significant security-related activities to the HQ FSO in a timely manner.
- Follow security guidance and direction provided by the HQ FSO regarding Company-wide security policies, procedures, and applicable regulatory requirements.
- Coordinate with government security representatives and other authorized government personnel regarding contract-specific security matters.
- Keep the HQ FSO informed of significant security matters, government communications, security incidents, compliance concerns, and other issues that may affect the Company’s security program.
- Support and coordinate Security inspections, security reviews, audits, and if applicable support in Security violation investigations.
- Assist the HQ FSO with preparation for government security reviews and implementation of corrective actions.
- Maintain required security records and documentation for the assigned contract and facility.
- Ensure security requirements are communicated to and followed by Company personnel supporting the contract.
- Identify and promptly report to WSMR site security (if applicable) and HQ FSO potential security violations, incidents, or compliance concerns.
- Conduct required security briefings, training, indoctrinations, and debriefings in coordination with the HQ FSO (including OCONUS foreign travel).
- Coordinate with Caelum Corporate HR to ensure timely onboarding/offboarding and transfers of personnel clearances. Including coordinating on-site security access for new hires and processing and coordinating debriefing for out-going/terminating employee’s access and changes in access or eligibility.
- Assist the HQ FSO in ensuring personnel security records and actions are properly maintained and documented.
QUALIFICATIONS:
- Ability to maintain strict confidentiality and exercise sound judgement when handling sensitive information.
- Completed the FSO program management for Non-possessing facilities and obtained the required training certifications.
- At least 4 years of industrial security experience, preferably supporting U.S. Department of War organizations.
- Working knowledge of the National Industrial Security Operating Manual (NISPOM) with updated guidelines including the modern 32 CFR Part 117 (NISPOM) Rule.
- Experience working with DCSA and other government security organizations preferred.
- Strong verbal, written, and interpersonal communications skills, including proficiency in presentations, briefings, and reports.
- Ability to maintain required clearance and access.
- Must maintain all required security eligibility, access, certifications, and training necessary to perform the position.
- Must comply with all applicable federal, government customer, contract, and Company security requirements.
- May be required to complete additional government-mandated security training, background investigations, fingerprinting, or other security-related requirements.
- Must be a U.S. citizen.
DESIRED EDUCATION: Bachelor’s degree from an accredited university or college in Management, Business, Security Management, or other related field preferred.

- Familiarity with CMMI/ISO 9001/27001-aligned best practices.
- Familiarity with the WSMR environment.
