POSITION: Program Manager

LOCATION: Huntsville, AL

SCOPE: Serves as a Program Manager on a major IT services contract for the U.S. Army as the senior accountable interface to Government and Caelum leadership. Own integrated performance across enterprise infrastructure, cybersecurity/RMF, applications, service management, enterprise architecture, resilience, configuration/asset management, staffing, quality, risk, transition, and CDRLs.

RESPONSIBILITIES:

• Serve as primary management interface to the CO, COR and PAE Fires OCIO leadership.
• Lead the integrated delivery organization and all Key Personnel technical leads.
• Own staffing, transition, quality, schedule, risk, subcontractor performance, surge support and corrective actions.
• Establish daily, weekly and monthly operating rhythms tied to mission outcomes and SLA/KPI performance.
• Integrate ITIL, Agile/Scrum/Kanban, RMF, configuration/change governance and ISO-aligned quality practices.
• Drive cleared-workforce recruiting, incumbent capture, retention, succession, cross-training and vacancy closure.
• Ensure CDRLs and executive reports are accurate, timely, traceable and Government-ready.
• Lead transition-in/out with zero avoidable mission disruption.

QUALIFICATIONS:

• Bachelor’s degree in a relevant discipline; advanced degree preferred.
• 10+ years leading complex DoD IT programs with multi-functional technical teams.
• Demonstrated experience managing large cleared IT workforces.
• PMP or equivalent program-management qualification.
• Strong command of ITSM, QASP/SLA performance, risk, quality, workforce planning and CDRLs.
• Ability to obtain and maintain required clearance and access.

PREFERRED/HIGLY DESIRED:

• ITIL 4 and SAFe/Agile leadership.
• Redstone Arsenal, PEO/PAE, Army acquisition, AMCOM, AMC, ATEC or missile/air-defense experience.
• Experience leading 50–100+ FTE enterprise IT programs and 24/7 operations.
• CMMI/ISO 9001/20000/27001-aligned delivery experience.
