POSITION: Project Manager/ Site Lead

LOCATION: On-Site w/Customer at White Sands Missile Range, New Mexico

SECURITY CLEARANCE: Active DoD Top-Secret Clearance

CERTIFICATIONS: Project Management-related certification such as PMP, PMI-ACP, CAPM; Current Security+ required.

SCOPE: Serves as the Project Manager and Site Lead on a major IT services contract for the U.S. Army as the senior accountable interface to local site Government stakeholders and Caelum’s contract Program Manager (located at Aberdeen Proving Ground, MD). Directs an integrated team of approximately 50 personnel to provide services in enterprise infrastructure operations and management including servers and networks; cybersecurity/RMF; application development and maintenance; user support services including help desk and deskside support; configuration/asset management, test range IT support; and other specialized operational support. Responsible for project planning and reporting, resource management, and meeting service quality and performance standards and contract deliverables. Coordinates with corporate HR to ensure timely staff onboard/offboard processing and training.

RESPONSIBILITIES:

  • Serve as the local Caelum management interface to the WSMR Government leadership and stakeholders.
  • Lead the integrated delivery team and technical leads on-site at WSMR, including planning, scheduling, resource optimization, cost controls, communications, and risk management for both ongoing services and specific project initiatives.
  • Own staffing, transition, quality, schedule, risk, subcontractor performance, surge support and corrective actions.
  • Support Caelum’s contract Program Manager to execute daily, weekly and monthly operating rhythms tied to mission outcomes and SLA/KPI performance.
  • Integrate and lead implementation of ITIL, Agile/Scrum/Kanban, DevSecOps, configuration/change management governance and ISO-aligned quality practices.
  • Drive cleared-workforce recruiting, incumbent capture, retention, succession, cross-training and vacancy closure.
  • Ensure inputs to CDRLs and executive reports are accurate, timely, traceable and Government-ready, and coordinate submission with contract Program Manager.
  • Lead site transition-in/out with zero avoidable mission disruption.

QUALIFICATIONS:

  • 9 years of experience on relevant technical or engineering projects, preferably supporting U.S. Federal Government organizations.
  • 5 years of technical project management experience leading complex IT programs with multi-functional technical teams of at least 20 personnel.
  • Strong verbal, written, and interpersonal communications skills, including proficiency in presentations, briefings, and reports.
  • Demonstrated experience managing cleared IT workforces, including direct role in hiring and onboard processing of personnel.
  • Strong evidence of experience in IT Service Management (ITSM), QASP/SLA performance, risk management, quality improvement, workforce planning and resource optimization.
  • PMP or comparable project-management certification.
  • Ability to maintain required clearance and access.

DESIRED EDUCATION: Bachelor’s degree from an accredited university or college in Computer Science, Information Technology/Information Systems, Engineering, Physical Sciences, or related field.

PREFERRED/HIGLY DESIRED:

  • ITIL 4 training and certification.
  • Agile project management training and experience.
  • Quality management training (e.g., LSS, SPC techniques).
  • Experience leading 20+ personnel on 24×7 enterprise IT operations.
  • CMMI/ISO 9001/20000/27001-aligned delivery experience.
  • Familiarity with the WSMR environment.
