IT Security Specialist

POSITION SUMMARY: Support Information Security activities for the Office of Science and Technology (OS&T) of NOAA’s National Marine Fisheries Service including an environment that comprises an array of scientific web based data management, analysis, and presentation based systems within a hybrid Linux and Windows environment that relies heavily on Oracle database services.

POSITION SCOPE: Overall responsibility as the Information System Security Specialist for the Fisheries Office of Science and Technology and must have expertise in both the applicable regulations and underlying technologies.

RESPONSIBILITIES:

  • Manage the information security function in accordance with the established policies and guidelines.
  • Establish and maintain information security policies, procedures, and guidelines pursuant to the Department of Commerce, NOAA, and NMFS requirements, as well as, State and Federal laws and regulations such as the Federal Information Security Act (FISMA).
  • Perform vulnerability scans.
  • Conduct IT Security Awareness Training, Contingency Plan Training and Incident Response Training.

Lead Business Systems Analyst

Grants OnLine Senior Programmer Analyst

POSITION SCOPE:

This position supports the NOAA Office of the CIO Service Delivery Division (SDD), serving as a Helpdesk Specialist supporting NOAA’s Grants OnLine system, which is used to manage all aspects of the Grants Management process for NOAA and other Department of Commerce (DoC) bureaus. Work is primarily performed at the NOAA offices in Germantown, MD.

RESPONSIBILITIES:

  • Works as a member of a small technical team charged with transitioning existing DoC Bureau Grants Management systems into NOAA’s Grants OnLine, which is the DoC standard system. The team captures external dependencies and data and process requirements of the legacy systems and enhances the NOAA systems to ensure that Bureau requirements are supported. Grants Online supports over 11,000 Federal and external grantee users who participate in the Grants process for NOAA and other affiliated Commerce Bureaus. Support activities include:
    • Enhance Grants Online end-to-end enterprise web applications
    • Assist with standardizing development environment and system architecture
    • Develop and track technical system requirements
    • Provide level of effort and project plan documentation to the designated PMs, as required

SQL Server Database Administrator/Web Administrator

This position supports the NOAA Office of the CIO Service Delivery Division (SDD), serving as a senior MS SQL database administrator in support of many of NOAA’s major corporate systems supporting Financial, Work Force Management, Performance Management and other intranet requirements. Work is primarily performed at the NOAA Information Technology Center in Largo, MD, which also houses most of the related IT infrastructure.

RESPONSIBILITIES:

  • Act as lead for MS SQL DBA for the SDD, responsible for supporting the web/database applications in Windows, IIS, SQL, ASP.NET environment.
  • Full life cycle support includes:
    • Developing and validating data models and relationships
    • Developing and establishing database schema and related structures in conjunction with stakeholders, business analysts, and software engineers
    • Coordinating with developers and the data management team to analyze and articulate the impact of new or revised data sources
    • Advising and working with database developers
    • Monitoring and managing operational databases, tuning for performance, troubleshooting and working with systems administrators to implement patches or new releases
