Caelum Research Corporation seeks a Program Manager candidate to lead an Application Systems Development contract/team who will successfully perform the following job functions and possess the following qualifications:

Job Duties:

  • Leverage their expertise in information systems development projects with specific focus on current technology, interactive scenario-based training modules.
  • Lead system design session using an iterative development process framework (Agile/DevOps) to create/define function point and requirement toward achieving the intended training system functionality.
  • Apply their knowledge of visualization toolsets and strategies to promote an engaging, user-driven learning environment.
  • Apply a full range of program management strategies, philosophies, policies, and procedures to perform a wide range of acquisition management activities to include support for pre- and post-award gates and milestone reviews.
  • Oversee a team of Prime and Subcontractor resources for project completion and communicate needs to key corporate and subcontractor stakeholders. Understand the relationship between contract PM and corporate support functions (finance, human resources, recruiting, proposal management, etc.) Be an advocate for corporate’s vision and align the team with a plan to implement towards that vision.
  • Manage the client relationship with the customer including senior level coordination and synchronization with Federal Program/Task Manager, and Contract Officer Representative (COR). Proactively manage escalations and resolutions including resource performance, deliverables and customer satisfaction.
  • Plan, track, and report labor requirements and hours, and track and manage funding and expenses; as well as problem tracking, reporting, and resolution.
  • Understand the relationship between accounts receivables invoicing and accounts payables invoicing, and the cash flow and burn rate of business operations.
  • Identify performance gaps (operational, training, etc.); develop and implement repeatable, sustainable processes to increase operational efficiencies. Assure teams or departments operate in an integrative and collaborative fashion. Ensure staff is trained and able to assume selected roles within various departments and teams (cross-training).
  • Experience providing full lifecycle capture and proposal support for new task orders, option periods, extensions and/or bridge contracts, to include developing teaming and pricing strategies, providing proposal writing support, and identifying potential candidates in support of anticipated future task orders.

Qualifications:

  • Must have thorough understanding of all aspects of the software development life cycle (SDLC).
  • Must have extensive experience managing the full SDLC for web-based, database-driven, custom application development projects.
  • Must be able to elicit business requirements from business users, develop functional requirements based on the business requirements and produce detailed requirements documentation.
  • Must have a thorough understanding of and experience working with relational databases, including ability to read, create and modify database models and documentation based on user requirements.
  • Must have ability to perform and experience in performing data analyses.
  • Must have strong written and oral communication skills.
  • Must have strong problem-solving and analytical skills.
  • Must be creative and have the ability to understand and work with complex and abstract concepts.
  • Must have experience managing client-facing projects and working with end users.
  • Must have experience managing fast-paced projects with matrix teams.
  • Experience managing projects involving Oracle and Oracle ApEx technology is a plus.
  • Experience managing projects involving Java and JavaScript is a plus.
  • Experience leading an interdisciplinary team of 10-20 developers, trainers and stakeholders.
  • Excellent working knowledge of Microsoft Office tools, specifically Excel, PowerPoint & Word.
  • Ability to communicate effectively and to influence client strategy, tactics, and perceptions. Able to carry on without guidance, difficult and high-stake conversations.

Technical Program Manager

POSITION SCOPE:

This position serves as the program manager for geographically disbursed IT Support Services contract in support of NOAA’s National Centers for Environmental Information (NCEI) working on the government site in Asheville, NC, managing up to 35 employees who provide Systems Engineering, IT Service Management, and Information Security for the NCEI. In addition to Asheville, employees are located in Stennis, Mississippi; Boulder, Colorado; and Silver Spring, Maryland.

RESPONSIBILITIES:

  • Responsible for the planning and performance of contract work (technical, contractual, administrative, and financial).
  • Responsible for evaluating and hiring new staff.
  • Leads technical and strategic planning efforts.
  • Assesses operational planning and guidance memorandums and ensure continuity of services.
  • Manages contract employees, contract activities, and the related administrative processing (invoices, background investigation coordination, etc.).
  • Monitors planning and deliverable activities.
  • Develops and oversees enhancement and operational schedules support by other members of the PMO and technical leads.

  • Minimum B.S/B.A. in Engineering, Computer Science, or related field.
  • Demonstrated proficiency, with a minimum of 12 years’ relevant experience supporting IT Services including at least 5 years as manager.
  • Experience supporting a Federal project required.
  • Experience with NOAA highly desirable.
  • Experience and understanding of Environmental Data issues and management highly desirable.
  • Understanding and experience with the Risk Management Framework required.

.Net Developer

POSITION SCOPE:

This position supports the NOAA Office of the CIO, Service Delivery Division (SDD), serving as mid-level .Net developer in support of various major corporate systems such as the Inquiry Interface to NOAA’s Common Access Card system, the NOAA Reporting System (for performance), the NOAA Staff Directory, and other applications in support of NOAA corporate and mission requirements. Work is primarily performed at the NOAA customer site in Germantown, MD.

RESPONSIBILITIES:

  • Responsible for supporting the existing web based applications in Windows, IIS, SQL Server, ASP.Net (WISA) solution stack.
  • Develops and supports testing of new applications for the Service Delivery Division.
  • Troubleshooting and problem solving existing systems.
  • Develops technology solutions for broad and isolated issues investigating NOAA licensed and open source tools and services.
  • Supports development to test to operations life cycle migration for applications developed within the SSD team including testing, requirements validation, and devops transition.
  • Develops and/or updates documentation for any new and/or existing web technologies and processes implemented.

Enterprise Resource Planning (ERP) Strategist/SME

The candidate must have 15 years relevant experience and a Bachelors Degree in a Technical Discipline or related field, OR 13 years relevant experience and a Masters Degree in a Technical Discipline or related field.

A Subject Matter Expert (SME) or Enterprise Resource Planning (ERP) Strategist is an expert technology position usually responsible for providing knowledge, techniques and/or capabilities that are recognized as industry leading and rare in the marketplace.

The ERP Strategist will:

  • work with clients to understand their business needs and objectives while verifying the solution against functional/technical requirements to meet these needs.
  • coordinate project-wide risk management to include potential impacts on meeting task goals in cost, schedule, scope, and quality, and rank risks using a probability and impact matrix.
  • advise and assist in the design of business processes, definition of application functionality, beginning-to-end data mapping and the integration of data within and between various systems (legacy and ERP-related).
  • assist with development of IMS including all major milestones, critical path activities, responsible organizations, responsible individuals, precedent steps, and deliverables.
  • build bottom up, feasible strategies by working with business SMEs and stakeholders to identify and create requirements, process maps and business cases.

The ERP Strategist must have the ability to efficiently, effectively and appropriately establish and manage expectations through verbal and written communication and demonstrate the ability to effectively listen and comprehend. Knowledge of the existing Army ERPs and their implementation, use and configuration (specifically Logistics Modernization Program (LMP), Global Combat Support Systems – Army (GCSS-Army) and Army Enterprise System Integration Program (AESIP) as well as project management experience is highly desirable for the ERP Strategist.

UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION:

  • Requires sitting for extended periods of time at a desk in the IMSS facility (90%).
  • Requires sitting at a computer terminal for long periods of time (90%).
  • There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required.

DESCRIPTION OF WORK ENVIRONMENT: Inside office environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

EQUIPMENT AND MACHINES INVOLVED IN WORK TASKS: Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

CRITICALITY OF ATTENDANCE: Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one-hour advance notice. Overtime is infrequent, but important when required (1%).

Programmer/Developer with Data Archiving Experience

Education: Minimum of a Bachelor’s degree in library and information sciences, data science, computer science, or related fields.

Responsibilities:
Tasks include, but are not necessarily limited to, the following:

  •  Work with data stewards to ensure data are properly submitted for archival processing. Ensure archived datasets have all appropriate and required metadata.
  • Work with archive systems and technology to ensure archived datasets are made available through appropriate and applicable data access services.

Requirement:
Key areas of expertise include the following:

  • Experience working with metadata standards (particularly ISO 19115), general XML structure, and XML transforms.
  • Excellent verbal and written communication skills.
  • Strong problem solving skills.
  • Aptitude for complex, analytical work with an attention to detail, with the ability to manage multiple priorities and competing deadlines.
  • Ability to work collaboratively and independently.

Desired Skills:

Deliverables:

  • Lead automated archive projects for submitted data.
  • Complete archiving project tasks, including Submission Agreement, automation documentation, and collection metadata (ISO 19115).
  • Track the status of archive submissions through the archive process.
  • Monthly progress reports describing the number and character of data sets submitted, the number approved, and the number successfully archived and made available to the public.
  • Work to ensure data are properly submitted, appraised for archive, and curated for current and future generations.

Secure Active Directory Engineer (0010)

Education:  Minimum BS Degree in Engineering, Computer Science, or related field

Minimum Experience:  8+ years experience in systems engineering, preferably augmented by experience as a systems administrator or network engineer.

Requirements:

  • Familiarity with installing and optimizing both recent and previous versions of Microsoft Active Directory and its use with Windows 2003, 2008, and 2012 servers, and Windows 7 and 8.x desktops.
  • Experience integrating HSPD12 credentials and certificates with two factor authentication systems
  • Experience integrating HSPD12 authentication with identity management systems for UNIX and Linux operating systems.
  • Familiarity with network security technologies such as firewalls, IPSec tunneling, NAT, and VLANs.
  • Experience working with geographically dispersed network segments with unified security policy and infrastructure.
  • Demonstrated ability to absorb, understand, interpret and apply federal security standards and practices such as FIPS 199, NIST 800-53, and USGCB, to distributed network security.

Responsibilities:

  • Senior member of a small team responsible for proactively supporting effective information security design and implementing systems developed and managed by NOAA’s National Environmental Satellite and Data Information Service (NESDIS) in Silver Spring, MD. Work is primarily focused on supporting the Enterprise Secure Active Directory Environment (ESAE) project. Candidate must have strong technical and written communications skills and a sound technical understanding of Active Directory (AD) architecture, related security technologies, and the Federal Risk Management Framework.
  • Work with the Federal project lead to develop the NESDIS Secure Active Director Architecture.
  • Support the establishment of child domains to enable secure forest trusts and cross-domain login among the NESDIS field components, such as the Environmental Data Centers.
  • Support integration of HSPD12 authentication and identity management in Linux/Unix environment
  • Establish standards and deployment of HSPD12 compliant two-factor authentication.
  • This position supports the Office of the CIO of NESDIS, a Line Office of the National Oceanic and Atmospheric Administration, by supporting the development and implementation of a Secure Active Directory capability in support of Identify Credential Access Management (ICAM) for NESDIS as part of a broader NOAA initiative. The ESAE project scope extends across all NESDIS locations and organizational components.
