Data Scientist/Developer

POSITION SCOPE:

Supports Data Science and Software Development for Caelum Research Corporation, located at 7361 Calhoun Dr Rockville, MD 20855, in support of Caelum’s research project to apply AI for the detection and analysis of biological hazards. The successful candidate will also participate in other AI/ML initiatives, both operational and solutioning for new opportunities

RESPONSIBILITIES:

  • Software development and analysis in support of Caelum’s current and future AI/ML projects and programs.
  • Business development including solution development and technical writing in support of AI/ML or related business opportunities for Caelum.
  • Support automation of Caelum workflow and internal initiatives.
  • May participate in Caelum’s other programs such as Cybersecurity as appropriate and needed.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum’s Director of Emerging Technologies with matrixed guidance and direction from Caelum’s Chief Technology Officer.

QUALIFICATIONS:

  • Minimum B.S/B.A. in Data Science, Computer Science, Engineering, or a related field including a concentration in Data Science or equivalent training.
  • Demonstrated proficiency, with a minimum of 3 years’ relevant experience as a software developer or engineer, or data architect/scientist.
  • Experience and demonstrable expertise with the following technologies: Linux, Anaconda, Panadas, SciPy, NumPy, sci-kit learn, Karas, Python ideally including experience with Parallel Processing and threading, MySQL, POST/GET API development, Data visualization and advanced data manipulation in Excel.
  • Experience and understanding of the following Data Science methods, techniques and tools:
    • Data transformations between TEXT, CSV, JSON, and hash formats
    • Image Processing and analysis such as vector analysis, Euclidean space analysis

Asset Management Analyst

Position Description:

  • The Analyst will assist the Headquarters, Army Materiel Command (HQ AMC) to always ensure 100% property accountability for all HQ AMC IT equipment, materiel, supplies, and software by conducting inventories, maintaining accountability utilizing Global Combat Support System-Army (GCSS-Army) as the systems of record, and performing subsequent cyclic inventories as required by regulation.
  • The Analyst will track the location of HQ AMC Information Technology (IT) equipment, maintain automated lists of IT equipment, track warranty and maintenance agreements to ensure proper repair of equipment, and verify and receive IT equipment.
  • The Analyst will perform asset management in accordance with (IAW) applicable Army regulations and HQ AMC and HQ AMC G-6 (CIO) policies and guidance by adhering to AR 710-1, Centralized Inventory Management of the Army Supply System; AR 710-2, Supply Policy Below the National Level; AR 710-3, Inventory Management Asset And Transaction Reporting System; AR 735-5, Property Accountability Policies; and DA PAM 735-5, Property Accountability: Financial Liability Officer’s Guide.
  • The Analyst will provide on-site asset management for the HQ AMC G-6 (CIO) for the IT-related equipment inventory of nonexpendable and durable Government equipment, supplies, material.
  • The Analyst will electronically prepare required documentation; print out and obtain Hand Receipt Holder (HRH) signature for actions described above, input the information into the appropriate database; and maintain records of sub-hand receipts, as required, for the duration of the length of time the HRH has ownership of the property.
  • The Analyst will facilitate HQ AMC’s needs for ongoing technical support and upgrade protection on selected products by ensuring that maintenance, support and upgrade protection renewals are managed/handled/ordered in advance of their expiration.
  • The Analyst will perform market research and analysis to identify savings opportunities for renewals, software licensing, and services and support HQ AMC and subordinate command’ acquisition processes to obtain identified savings. The Analyst will review existing contracts and proposed requirements documents to maximize value creation and minimize costs for software licensing, maintenance, and service offerings. Provides Relational Database Management System (RDBMS) support to applications supported by Operational Test Command. Works with Application Teams, Team Leads and other Database Administrators to design and specify RDBMS solutions based on standard offerings to support development of new or enhancements of existing applications. Serves as principal RDBMS solution designer for small to large/complex (size/risk) application projects, including business critical applications, using analytical skills, technical skills, available technology and tools. Serves as Subject Matter Expert (SME) for RDBMS-related initiatives, discretionary projects, compliance/regulatory requirements and system changes for Application Database Services (ADBS) supported applications and command-wide initiatives.

Position Description:

The Database Administrator III supports the OTC mission by:

  • Providing experience in management of Microsoft (MS) database technologies including Structured Query Language (SQL) and Access; system configuration management; resource sharing and basic networking troubleshooting.
  • Providing experience in operating system management and configuration; database design, amending existing databases, monitoring database efficiency, maintaining the security and integrity of data and authoring related documentation.

Senior Development Security Operations (DevSecOps) Engineer

Job Title: Senior Development Security Operations (DevSecOps) Engineer

Job Description:

The Senior DevSecOps Engineer will facilitate the development of software solutions, the transition of existing systems to micro-service architectures, and support the hardening of the containers, servers, and virtualization the reside in. This will require working with application teams to refactor and create solutions for existing systems. This position will support or create Continuous Integration and Continuous Delivery/Deployment (CI/CD) pipelines and tooling. The Senior Engineer will guide the teams through solutions development and support CI/CD utilizing Commercial of the Shelf (COTS) and open-source solutions.

The Senior Engineer will drive the strategy and oversee the architecture to support the CI/CD environment. This will involve setting up monitoring across all technologies utilized. For some teams this will involve defining the Agile methodology used. The candidate should have experience establishing such methodologies for large-scale clients. This will include not only establishing and leading the tempo of sprints, but also ensuring the pipelines include application testing, security testing, and deployment occur for both on premises and cloud environments.

This position will require skilled use of scripting and programming skills to solve problems. Experience with configuration management tools like Puppet, Chef and Ansible will be necessary to be successful in the role. Familiarity with container technology is necessary as well. Program Manager

Job Title: Program Manager

Job Description:

The Project Manager (PM) will function as the single point of contact to ensure the direction, administration, quality assurance, and control of the project. This position needs to ensure all performance goals are met on the project within budget and in accordance with customer requirements. Each task area of the project will be reviewed carefully by the PM to ensure the appropriate skill sets are on-boarded and assigned. The PM will also be responsible for ensuring that all deliverables contain the appropriate information and are delivered to the customer on time. Example deliverables include the following: Weekly Team Meeting Report, Project Plan, Roadmaps, Schedules, Monthly Status Reports, and Quarterly Briefings.

It is the responsibility of the PM to address any issues that arise out of meetings. The PM will be responsible for prioritizing and creating action items monitoring from the issue from initiation to completion. The PM will be responsible for staffing including on-boarding, management, and offboarding of staff. The management of staff will include ensuring compliance with customer requirements, management of user accounts using customer software, and ensuring all hours for work performed are accurately entered in the customer time management system.

  • Establish and maintain regular written and in-person communications with the customer’s executives, department heads, and end users regarding pertinent licensing activities and best practices. The Analyst will monitor and analyze trends in contractual agreements to make recommendations for the future, identify areas for possible savings, provide guidance and/or instruction to AMC IT Staff Members on the licensing compliance best practices, and establish and maintain communication with license owners allowing time to validate and support future licensing renewals.

Provide technical security expertise in planning, preparing, and coordinating the Department of Defense (DOD) Cybersecurity (CS) Program for the Operational Test Command (OTC) Network, Servers, Systems and Network devices. Provide experience in developing and interpreting cybersecurity plans, policies, and procedures (to include but not limited to configuration management, contingency/disaster preparation, incident response, account management, access control, media control, etc.), providing incident response, reviewing security assessments and inspections and conducting risk management activities at the system level.

Position Description:

The Cybersecurity (CS) Management Specialist II supports the OTC mission by:

  • Having one year systems administration experience in a computer network environment
  • Serving as Subject Matter Expert and providing direct customer support to help resolve security vulnerability issues that cannot be resolved through automated means
  • Providing support to Windows Server 2012; Windows 10 for workstations and possessing a thorough understanding of computer networks and telecommunications procedures
  • Understanding use and configuration of network routers, access control lists, firewalls, and virtual private network (VPN)
  • Assisting with CS related analysis, scanning, documenting, and testing/evaluating support for the CS security posture and accreditation requirements of OTC applications/systems
  • Providing technical security expertise in planning, preparing, and coordinating of the Department of Defense (DoD) CS program
  • Possessing the background, experience, and knowledge of CS, patch management, IAVM, risk assessment and vulnerability assessment using Retina, or other automated tools
  • Possessing experience in computer emergency response, incident handling and monitoring instruction detection system and firewalls
  • Possessing knowledge and experience with NIPRNET, SIPRNET, LANs, VPNs, routers, & firewalls
  • Conducting scans and analysis of network vulnerabilities on a periodic basis for trending of status. Ensuring IAVAs and virus notifications are expeditiously promulgated using the automated patching tools and informing system administrators and the impacted customer(s)
  • Supporting a robust Computer Network Defense posture and identifing and responding to real and potential compromises
  • Supporting the confidentiality, integrity, and availability of OTC servers, desktops, and network devices through the planning, analysis, development, implementation, maintenance and enhancement of information security programs, group policies, and security tools such as Host Based Security System (HBSS), Systems Management Server (SMS), Anti-virus, Windows Update Server (WSUS), and the DoD Vulnerability Management System
  • Updating and maintaining IAVA compliance database, submitting Change Orders for IAVM remediation, and reporting to OTC CS Branch as appropriate. Receive, investigate, confirm, and document reports of malicious software attacks, suspicious activities, penetration incidents, and prepare/submit notifications to the OTC CS Branch. Receive instructions and guidance from the OTC CS Branch on issues regarding connectivity, vulnerability assessments, and scanning of the OTC Local Area and Test Networks. Report security issues to OTC CS Branch and ensure sound security principles are reflected in the organization’s vision and goals. Implement and develop basic programs to ensure that systems, network, and data users are aware of, understand, and adhere to system security policies and procedures.
  • Conducting analysis of the current security posture and ensuring the implementation of mandated Security Controls and Best Practices
  • Ensuring all systems connected to the networks meet all established requirements, to include RMF and Networthiness accreditation.
  • Enforcing configuration standards and advising the CS Chief and Project Lead on CS configuration management issues, as required
  • Assisting the Army Computer Emergency Response Team (CERT) and serving as an OTC CERT team to ensure proper action is taken in a timely and effective manner
  • Participating in the development, maintenance, coordination, and execution/testing of plans for the continuity of operations for the automated information systems
  • Proficiency with Microsoft Office (Outlook, Excel, Word and PowerPoint)
  • Ensuring the implementation and adherence of Federal information security laws and regulations by all personnel, system owners, and system users
  • Maintaining and monitoring CS compliance for OTC network systems in support of the RMF process; conducting Network and System Vulnerability assessments; performing periodic system security reviews; implementing security safeguards; maintaining responsibility for media control, virus scanning, system auditing and maintaining the Vulnerability database for OTC systems.

Required Education and Experience:

  • No or any Degree in non-directly related field with technical certifications AND 3+ years’ experience, or
  • Bachelors in directly related field AND minimum of 2+ years’ experience

Relevant experience must be in information security or network/system administration, and/or a closely related function, such as IT auditing, IT compliance, enterprise risk management, performing cybersecurity assessments and inspections, providing incident response, creating/ updating/ implementing cybersecurity-relevant policies and procedures, etc. DOD regulatory compliance and information security management frameworks, including NIST SP 800-37, NIST SP 800-53, DoD RMF, etc.

Relevant education and/or experience in the assigned program area (Computer Science, Computer/Software Engineering, Computer Information Systems) with specific experience in cybersecurity and/or information assurance, or related technical field at the network environment level.
