Business Analyst III – Metadata Management Analyst

The Business Analyst performs detailed job analysis of business processes and provides an interface between traditional logistical support organizations and functional requirement definitions. A Business Analyst must demonstrate the following:

Business Analyst III may be called upon to partner with Business Analysts, and/or with customer functional managers when assembling requirements. The candidate should have a working knowledge of the Army’s data and legacy systems, its associated systems, and an understanding of the Army’s concept of Enterprise Data Management and Authoritative sources. The BA will assist in logistics support activities centered on data quality support and enterprise data management relative to the Army’s Enterprise Resource Systems (ERPs), specifically GCSS-Army, LMP, GFEBS, and AESIP. Responsibilities may include, but are not limited to:

General Responsibilities:

  • Assisting in defining the technical solutions to support identified metrics, as well as monitoring ERP data quality and availability using metrics and audits.
  • Enforcing the business processes implemented for the organization’s enterprise data management and data integration.
  • Performing technical analysis by assessing the areas of impact of data issues from all levels of the enterprise.
  • Assisting in maintaining and sustaining migration efforts and management of future migration requirements.
  • Utilizing qualitative and quantitative techniques in analyzing and measuring the effectiveness and efficiency of the data that will be used in support of business processes.
  • Collecting requirements for the project business, analyzing them and guiding the developmental team in optimizing their work.
  • Evaluating the data collected by project development teams and preparing hardware and software requirement specifications understanding these details.
  • Documenting the projects by preparing functional specification documents and user guides for the reference of the end users.

Specific Responsibilities:

  • Shall document and implement policies, procedures and controls to ensure the proper creation, validation, storage, and integration of metadata.
  • Shall document and implement processes and procedures for governing the identification, collection, and use of organizational metadata.
  • Shall document and implement policies, procedures and controls to maintain the architecture, metadata standards, and user guides.
  • Shall document and implement policies and procedures to assess the accuracy and validity of metadata.
  • Shall assess the quality of Metadata documentation through both automated and manual methods.
  • Shall ensure Army and DoD business terms, business rules, business processes and associated metadata are documented and maintained in the government provided software application.
  • Shall document and implement appropriate backup and recovery mechanism to guarantee the recoverability of metadata in any circumstances.
  • Identify and document requirements necessary to extend the metadata management tools for use by other stakeholders.
  • Identify, develop, and provided training and documentation in support of metadata policies, procedures and tools. Assisting in rolling out standards and policies to the organization’s team members. Documenting, assessing, and influencing business requirements to develop, enable, and advance metadata capabilities to support the organization’s mission.
  • Shall control and manage datasets in the Army’s metadata repository.
  • Shall monitor and manage authoritative datasets within government approved metadata repository to ensure quality requirements for mission objectives are maintained.

Technology:

  • Maintaining skill sets in the hardware/software (Information Steward, Vantage, Collibra, Advana, etc.) being used to accomplish customer tasks.
  • Ability to utilize data analysis tools to include SQL, Microsoft Access, and Excel to query data from multiple complex relational databases and other data sources in support of customer data requests.

SCOPE: Serves as a Systems Administrator on a major IT support contract for the Army Test and Evaluation Command (ATEC) Information Systems Directorate (G6)

RESPONSIBILITIES:

  • Performs Windows Server systems administration including troubleshooting, monitoring, and support;

Data Collector I

Job Description

Works under close supervision and receives technical guidance from supervisor or higher-graded employee. Provides assistance to higher-graded employees engaged in on-site collection of reliability, availability, maintainability, logistics supportability, and performance data during developmental and/or operational testing of new military/non-military automotive, electronic, general support or ordnance materiel. Acquires through formal and informal classroom and on-the-job training a practical knowledge of the characteristics, properties and uses of equipment necessary to carry out the data collection process. Becomes familiar with detailed procedures which are either established or repetitive, or which are specified by a higher-graded employee at the time of initial performance and by using readily acquired skills or equipment knowledge. Under the technical guidance of a higher-graded employee performs any or all of the following illustrative tasks for routine projects: visually examines equipment or test items for flaws or defects; observes operation of equipment to detect apparent malfunctions; observes operation of simple test instruments and controls during tests and records related test data; downloads test data from on-board instrumentation; performs specified arithmetic computations; and extracts and compiles specified data including detailed narrative from records or other sources such as specifications and drawings. All work is reviewed by a higher-graded employee for quality assurance, accuracy and completeness on a daily basis.

Qualifications

Must have a GPA of 2.5 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English and/or a GPA of 2.5 or higher in College English from either an accredited high school or university.

Must have 1 year experience using a computer and Microsoft Software or successful completion of 2 accredited computer classes.

UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION 

May require sitting in front of a computer for extended periods of time (up to 75%). The ability to bend, stoop, squat, crawl, crouch, kneel, reach above shoulder level and climb onto or into a vehicle is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%).

DESCRIPTION OF WORK ENVIRONMENT

Work environment may be inside or outside depending on the task. The ability to work in outside field conditions that include hot and cold extreme temperatures and other outdoor climatic conditions is required (up to 50%).  Must be able to work in areas where only portable restroom facilities are available (up to 50%).  Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task.  Must be available to perform job functions at sites other than APG. CRITICALITY OF ATTENDANCE

Attendance is critical at all times during normal duty hours. Work outside of normal duty hours, including weekends and holidays, may be required with as little as one-hour advance notice.

OTHER ESSENTIAL FUNCTIONS

Must be able to communicate effectively, both verbally and in writing. Must be able to obtain an interim secret security clearance in order to gain access to required areas, networks and systems within thirty (30) days of date of your offer letter.  Must be able to obtain and retain a secret security clearance. Must be able to provide proof of U.S. citizenship.  Must be able to obtain and retain unescorted access to work areas. IT Help Desk Technician

Cybersecurity (CS) Management Specialist I

Position Title: Cybersecurity (CS) Management Specialist I

Certifications (Required): Computing Environment, Security+ (or equivalent DOD Directive 8140.01 IAT II) or IAM Level I

Position Description:

  • Must have knowledge of Windows Server 2019; Windows11 for workstations.
  • Must possess thorough understanding of computer networks and telecommunications procedures.
  • Must understand use and configuration of network routers, access control lists, firewalls, and virtual private network. The Cyber Security Analyst will aid our client with CS related analysis, scanning, documentation, and test and evaluation support for the CS security posture and accreditation requirements of OCT applications and systems.
  • Provide technical security expertise in planning, preparing, and Coordination of the Department of Defense (DoD) CS program.
  • Will possess the background, experience, and knowledge of CS, patch management, IAVM, risk assessment and vulnerability assessment using Tenable ACAS, or other automated tools.
  • Requires experience in computer emergency response, incident handling and monitoring instruction detection system and firewalls.
  • Be familiar with SIPRNET, LANs, VPNs, routers, and firewalls.
  • The contractor shall perform IA-related duties for the U.S. Army client-managed assets and users. Conducts scans and analysis of network vulnerabilities on a periodic basis for trending of status. Ensures IAVAs and virus notifications are expeditiously promulgated through the automated patching tools, informed responsible system administrators and the subordinated unit’s CS personnel. Serves as Subject Matter Expert and provides direct customer support to help resolve security vulnerability issues that cannot be resolved through automated means.
  • The contractor shall support a robust Computer Network Defense posture in order to capably and quickly respond to real and potential compromises to client-managed servers and data including Computer Security Incident Response and reviewing log files.
  • The contractor will support the confidentiality, integrity, and availability of the commands servers, desktops, and network devices through the planning, analysis, development, implementation, maintenance and enhancement of information security programs, group policies, and security tools such as Host Based Security System (HBSS), Systems Management Server (SMS), Anti-virus, Windows Update Server (WSUS), and the DoD Vulnerability Management System. Updates and maintains IAVA compliance database, submits Change Orders for IAVM remediation, and reports to OTC Cyber Branch as appropriate. Receives, investigates, confirms, and documents reports of malicious software attacks, suspicious activities, and penetration incidents, and prepares and submits notifications to the OTC CS Branch or investigating agency as appropriate. Receive instructions and guidance from the OTC CS Branch on issues regarding connectivity, vulnerability assessments, and scanning of the OTC Local Area and Test Networks. Report security issues to OTC CS Branch and ensures sound security principles are reflected in the organization’s vision and goals. Implements and develops basic programs to ensure that systems, network, and data users are aware of, understand, and adhere to system security policies and procedures.
  • The contractor is required to interact with Government representatives and other contractors on a continuous basis to achieve and maintain system(s) compliance. Maintain and monitor CS compliance requirements for OTC network systems in support the RMF process; conduct Network and System Vulnerability assessments; perform periodic system security reviews; implement necessary security safeguards; maintain responsibility for media control, virus scanning, system auditing and maintain Vulnerability database for OTC systems. This may include assistance with configuration of personal computers and peripheral devices, and virus detection and prevention assistance.

Position Title: Cybersecurity Technical Specialist III

Security Clearance (Required): Secret

Certifications (Required): Security+ CE

 

Position Description:

  • Required experience in information security or network/system administration, and/or a closely related function, such as IT audit, IT compliance, enterprise risk management, creating/updating implementing policy, etc., using cybersecurity/IT tools such as ACAS, HBSS/ESS, eMASS, etc. in order to perform tasks such a security scanning, providing security related technical guidance, hardening devices, evaluating technical risks, and understanding how changes in system configuration and/or network architecture affect a system’s security posture and risk profile
  • Required experience in technical assessment of IT security controls and devices for networks, applications, and systems
  • Required experience in performing security scans, providing security related technical guidance, applying/implementing DISA Security Technical Implementation Guides (STIGs) and other security related technical configurations
  • Required experience in evaluating technical risks associated with applying configuration changes to systems/network architectures and re-evaluation of security postures and risk profiles at the network environment level
  • Be able to enforce information assurance in to the day-to-day operations.
  • Understand the IAVA requirement and be responsible for assessing, enforcing, and reporting of IAVA compliancy to the IA manager.
  • Be able to support the security certification and accreditation of computer systems. Also, be able to document SSAA, ST&E, and RTM as required.
  • Be able to independently perform risk assessments and document the findings for the local site.
  • Be the local point of contact in the area of computer incidents in case of 24 hour emergencies.
  • Be able to promulgate the enforcement of policies and procedures.
  • Be able to work with other operations staff.
  • Strong documentation skills and oral presentation is required.
  • Apply technical knowledge and experience to a widely varying situations, identifying key technical security issues and devising countermeasures to manage security risks at an acceptable level.
  • Apply excellent personal interaction skills, facilitator skills, and excellent professional appearance and poise are essential.
  • Perform technical evaluations of software and equipment in a laboratory environment.
  • Perform other duties as required, which may include:
  • Accomplishing assigned tasks in closely related fields
  • Responding to changes in work schedules and/or locations
  • Supporting other sections on the ITSS contract
  • Participating in formal, on-the-job, and cross-training

Required Education and Experience:

  • No or any Degree in non-directly related field, required technical certifications, and ≥ 7 years’ experience, OR

Bachelor’s Degree in directly related field, required technical certifications, and ≥ 5 years’ experience

  • Relevant education must be in an assigned program area (Computer Science, Computer/Software Engineering, Computer Information Systems) with specific experience in cybersecurity and/or information assurance.
