Position/Title:  Vice President, Business Development (Rockville, MD)

POSITION SUMMARY:

Direct or identify Caelum’s business development initiatives that provide for the expansion of Caelum’s government contracting business. Develop and maintain relationships with customers and conduct development or capture activities to pursue potential business opportunities that will capitalize on and expand Caelum’s capabilities. Network with industry partners to explore opportunities for priming, joint venture, or subcontracting that would increase Caelum revenues and profitability. The work location is at Caelum’s HQ in Rockville, Maryland.

RESPONSIBILITIES:

  • Lead or coordinate to develop short and long-range goals/objectives and business opportunities pipeline focusing on U.S. Federal agencies.
  • Develop and recommend strategies to capitalize on the company’s existing technical strengths, and the development of new capabilities.
  • Lead or coordinate in new business capture and pursuit activities; champion multi-discipline or cross-functional teams in proposal preparation activities.
  • Designate the necessary resources to produce strong, effective, and winning new business captures and proposals.
  • Lead or support a team mindset within the company and develop appropriate teaming or joint venture partners.
  • Manage the BD Team in reporting activities, pipeline development, and revenue forecasting.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports directly to Caelum’s President.
  • Interfaces with representatives from government customers, vendors, and teaming partners.
  • Interfaces with Caelum’s other executives regularly, and with contracts’ program/ project managers and other support staff as needed.
  • Provide weekly activities report and post in Caelum’s secured cloud-base Business Intelligence Center website and lead weekly BD meeting.

QUALIFICATIONS AND REQUIREMENTS:

  • At least 5 years demonstrated previous successful relevant work experience.
  • In-depth direct knowledge of the Fed Government contracting acquisition processes.
  • Established relationships with potential customers.
  • General IT knowledge or technical background that would facilitate in understanding technical requirements.
  • Confident, self-assured demeanor, with excellent interpersonal relationship skills.
  • No college degree is required, but a B.S. in Engineering, Science, Computer Science, or related field is preferred.
  • Other advanced study, training, and certification is desirable.

COMPENSATION AND OTHER FINANCIAL CONSIDERATIONS AT HIRE:

  • Base salary is open, depending upon the background and experience of the successful candidate.
  • This position is an incentive-oriented position; besides base salary and full fringe benefits, there will be additional incentive compensation IAW revenues/profits generated by the successful candidate.

Technical Writer II

POSITION TITLE:  Technical writer

POSITION SUMMARY:  Supports documentation and various presentation requirements on Caelum’s Information Management contract, in support of NOAA’s National Marine Fisheries Service Office of Science and Technology in Silver Spring, MD.

POSITION SCOPE:

Develop and maintain technical documentation, such as System Design, Disaster Recovery, Architecture, technical procedure manuals, user manuals, programming manuals, operational specifications, and related technical publications.

RESPONSIBILITIES

  1. Prepare technical product documentation and new release highlights for clients.
  2. Review, edit, and develop internal processes and documents.
  3. Develop curriculum and documentation for application and system training
  4. Design, develop, deliver, evaluate, and maintain training in a variety of formats, including in-person (i.e., small- and large-group, one-on-one), webinars, screen capture and video.

Senior Technical Program Manager

Position Title: Senior-level Technical Program Manager (onsite)

National Ocean Service (NOS) is a Line Office of the National Oceanic and Atmospheric Administration (NOAA), an agency of the U.S. Department of Commerce (DOC)

Location: Silver Spring, MD

Experience and Certification Requirements:

Certification in Program Management, (e.g. Project Management Professional [PMP] from the Project Management Institute or Federal FAC-P/PM) is required.

ITIL certification;

Minimum eight (8) years of experience managing a performance-based Contract at a civilian Federal agency.

Technical Skill Requirements:

Environmental Data Management Analyst

Position Description

Supports the National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SWFSC) in La Jolla, CA as they continue to work to integrate the Federal Data Maturity Model. Will work closely with government personnel and other partners to document our business processes surrounding the collecting, processing, management, analysis and visualization of data. Specific job duties may include but are not limited to:

  • Gather and document SWFSC current data management practices including all business processes (e.g. collecting, processing, management, analysis and visualization of data, publishing, and archiving)
  • Provide support to fulfill the goal of managing data to facilitate the science mandates (i.e. Stock Assessments) of our Center and to serve data to our constituents —  to establish Center wide data management practices, standards, and policies.
  • Coordinate effort for the entire Center, horizontally across divisions and programs as well as vertically link to national/Federal data maturity model and data management requirements.
  • Assess and support technology improvements/selection/direction and that being used for our data management operations.

Web Developer IV

POSITION TITLE:  Web Developer IV

POSITION SUMMARY:  Works on a collaborative team to maintain and enhance the website for the NOAA NESDIS Center for Satellite Applications and Research (STAR), which is the repository for public facing work of a large, highly sophisticated R&D organization.

POSITION SCOPE:

The candidate will be responsible for content management and website architecture, ensuring currency and viability of all links including many related programs and special projects within STAR. Works closely with the STAR webmaster, STAR IT, office scientists and senior technical managers to develop and refine content and development approaches.

RESPONSIBILITIES:

  1. Manages website content ensuring currency and compliance with NOAA and other Federal standards for web presentation including 508a, and OMB Circular 130.
  2. Works with system administrators to test and install new sites, capabilities, and updates.
  3. Integrates a wide variety of web presentation platforms including GIS, and 3 and 4 dimensional animations.
  4. Consults with and supports in-house scientists and analysts who either contribute to or manages their own website within STAR.
  5. Develops and manages web content using a variety of development and content management tools.
  6. Provides interpretive and visualization analysis to help translate technical and programmatic concepts into web mock ups and pages.
  7. Provides editorial guidance and improvements to narrative site inputs.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum Team Lead.
  • Supports and coordinates a variety of scientific domain specialists and researchers.

QUALIFICATIONS:

  • Minimum B.S. in a technical field or comparable experience.
  • 8 or more years’ experience as a web developer and/or web master.
  • Strong written and verbal communications skills; incumbent will find themselves improving, explaining, and synthesizing both technical approaches and site content in support of science efforts.
  • Experience in using and customizing Apache Web Serve.
  • Experience with a variety of web languages and editors including html, CSS, Jquery, responsive frameworks, Javascript, and PHP.
  • Familiarity with tools and techniques for delivering chart output in vector (SVG) formats.
  • Experience with content management system/collaboration tools such as Drupal, WordPress, or others.
  • Experience with image generation from scientific data inputs – no specific languages required, but familiarity with image generation from Python, IDL, McIDAS or similar would be very helpful.
  • Knowledge of web usability and accessibility principles and applications.
  • Must have basic ability with Photoshop or similar. Demonstrated experience in graphic design and presentation highly desirable.
  • Experience in developing and managing scientific websites is highly desirable.

WEB DESIGNER/DEVELOPER IV Performs website design and creation. Plans, designs, develops, tests, edits, maintains, and documents look and flow of websites in cooperation with STAR’s existing staff. Develops and implements standards and templates across the organization. Interviews clients to help them clarify their goals for establishing a website. Designs or supervises design of digitized images, banners, bullets, charts, image maps and other graphics to enhance appearance of site. Requires knowledge of programming techniques and computer internet systems. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager. A certain degree of creativity and latitude is required. Familiar with standard concepts, practices, and procedures within a particular field. BS/BA degree in a related area (or equivalent), and 6 to 8 years of experience in the field or in a related area.

Lead PL/SQL Developer

Will provide software engineering and application development services within Office of Science and Technology (OST) in accordance with its mission.  Will serve as development lead or development team member on multiple, concurrent web-based, database-driven, custom application development projects. Perform system requirements analysis, application design, development, testing and implementation.  Will develop applications based on user requirements including user interface, database development, and middle-tier application components.

Meta Data Taxonomy Specialist

POSITION TITLE:  Meta Data Taxonomy Specialist

POSITION SCOPE:

Supports enterprise data management and metadata development and management for NOAA’s National Marine Fisheries Services (NMFS), Office of Science and Technology (OS&T).  This position interfaces with personnel across NOAA, NMFS, as well as stakeholders outside of NOAA to help ensure consistent, high quality data management for fisheries data. Work is performed at the NOAA location at 1315 East West Highway, Silver Spring, MD, 20910.

RESPONSIBILITIES

  • Coordination with NOAA stakeholders in academia and other government agencies to develop working agreements regarding data quality, metadata and data sharing partnerships.
  • Develop standards and reference models for various cross cutting fisheries parameters and metrics
  • Support agency efforts to satisfy ISO 11915 which defines the schema required for describing geographic information and services by means of metadata
  • Support NMFS requirements for NOAA’s Big Data public/private partnership including data analysis and cleansing
  • Develops and manages requirements for the Enterprise metadata management system.
  • Provide technical and strategic support for the NMFS information architect.
  • Analyze data standards and strategies reflected in OS&T applications to ensure consistent coherent use of terminologies and underlying metadata.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum’s on-site Program Manager
  • Receives technical guidance and strategic direction from the NMFS information architect.

Linux Admin/IT Support

POSITION TITLE:  Linux Admin/IT support for NOAA’s Ocean Surface Winds Science Team (OSWST)

POSITION SCOPE:

This position serves as the principal systems administrator and IT resource for the Ocean Surface Winds Science Team in NOAA’s Center for Satellite Applications and Research (STAR) at NOAA’s Center for Weather and Climate Predictions in College Park, Maryland. The OSWST operates an environment that includes 15 Linux CentOS servers and one Solaris Server, 1.4 Petabytes of mostly JBOD storage, Apache Web servers. OSWST performs experiments on NOAA P3 airplanes; the supported environment includes systems and sensor interfaces that reside on those planes.

 RESPONSIBILITIES:

  • Provide systems administration and general support for the OSWST infrastructure
  • Serve as the principal IT resource as member of a small team of scientists and analysts who collect, process, and analyze data to study and model Ocean Surface wind, using data collected via satellite and air based experiments
  • Administer, monitor and maintain all Linux servers including unboxing, provisioning, baseline configuration, ongoing configuration management, patching, and de-commissioning
  • Perform Tier 2-3 helpdesk support on OSWST systems
  • Monitor system performance and resource utilization
  • Assist with patching and developing and implementing firewall rules and security controls
  • Follow and support STAR Configuration Management practices
  • Manage OSWST Apache based public web services
  • Manage and monitor perimeter security devices including firewalls
  • Setup and manage hardware and software JBOD storage systems
  • Maintain documentation regarding system configurations and processes
  • Support the OSWST data collection mission including participation in P3 based data collection efforts. Some of these experiments can be in severe weather.

  • Demonstrated proficiency, with a minimum of 6 years’ relevant experience as a Linux Systems Administrator
  • Experience and demonstrable expertise with the following technologies:
    • CentOS Solaris
    • Ability to compile software packages from source (FORTRAN and IDL)

    • Syslog, TCP Wrappers, DMZ implementation principles
