Title: Data Management/Governance

Supports the National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SWFSC) working with the Federal Data Maturity Model. Working with government personnel to assess, develop and implement feasible and effective data management plans that balance strategic and operational needs.

Specific job duties may include but are not limited to:
• Performing a comprehensive review of the SWFSC and other FMCs data management practices as well as national/Federal data maturity model and data management requirements. This includes evaluation, analysis and recommendations for improvements and advancing of our data management and data governance processes.
• Presenting and discussing the review with the SWFSC leadership team. Based on the team input and prioritization, developing data management plans to address top priorities with deliverables, metrics, and long terms goals that foster and promote DM culture changes.
• Providing support to fulfill the goal of managing data to facilitate the science mandates (i.e. Stock Assessments) of our Center and to serve data to our constituents — to establish Center wide data management practices, standards, and policies.
• Coordinating effort for the entire Center, horizontally across divisions and programs as well as vertically link to national/Federal data maturity model and data management requirements.
• Assessing and supporting technology improvements/selection/direction and that being used for our data management operations.

Required skills:
Four years of experience directly related to the position. Must have experience:
• Working with DM principles and their applications as well as DM functional framework.
• Developing data management and data governance plans and working with metadata and data lifecycle
• Effective analytical, planning and managing project skills in cross-functional and wide range of perspective settings.
• Strong communication skills both written and orally, and ability to interact with staff from different fields at all levels.
• Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.
• Education: BS in Information Science, or a related/equivalent discipline.

Software Deployment Engineer

POSITION TITLE: Software Engineer and deployment lead in support of NOAA’s Northwest Fisheries Science Center. Resource Analysis and Monitoring Division

POSITION SCOPE:
This position serves as a full stack developer and deployment lead as a member of a team of software engineers, developers, data architects and analyst in support of environmental research and data management for the NOAA Fisheries Northwest Science Center in Seattle Washington. The team develops and manages applications that support data ingest from a variety of platforms, integration, management, analysis, display and dissemination in Linux framework that leverages a variety of state of the art tools and frameworks in a Linux stack that includes both SQL and NoSQL database management tools.

RESPONSIBILITIES:

COMPENSATION AND OTHER FINANCIAL CONSIDERATIONS AT HIRE:

• Base salary is open.   • Identify and resolve any degradation, unusual activities, or system downtime, and immediately notify the designated Government representative of any instances of system degradation, unusual activities and or system downtime
  • Coordinate installation of new software and update schedules directly with the Government.
  • Perform configuration management, in accordance with customer policies and procedures.
  • Maintain, modify or repair: Server core, Server Builds upgrades and patching.
  • Provide Training Department Quality Assurance Server Support, which includes patching, database management and the monitoring of systems.
  • Perform testing and troubleshooting of all systems within the scope of specific duties assigned.
  • Perform daily inspections and vendor recommended tests on all computer systems and network components.
  • Conduct tests to determine if the equipment is operating within tolerances specified by the vendor. Maintain a continuing record of these inspections and tests using approved trouble processing procedures.
  • Assist in on-hand product analysis; network/system expansion analysis; system documentation analysis; user instruction or training; and system and network operations.
  • Analyze hardware and software products requirements and propose best solutions for network approaches.
  • Provide the necessary expertise to ensure all system nodes and supporting network are maintained in an operational state.
  • Perform administration and customer support of Microsoft website host servers, Microsoft SharePoint servers, and sites.
  • Perform Active Directory administration to include account creation/deletion, rights assignment, and the troubleshooting of accounts.
  • Perform storage administration and maintenance to include that of Storage Area Network (SAN) devices. Tasks include configuration, troubleshooting, and corrective maintenance as well as maintaining high availability while preserving the Active Directory security access control.
  • Lifecycle replacement of servers, storage area network devices, file area servers and applicable equipment will include disassembling servers, IT equipment, server racks and/or shelving. Reassemble all IT related equipment at the new location.

Job Description

The successful Senior Network Administrator (Information Technology Specialist IV) provides support for day-to-day operations, installation, configuration, and administration of the networking environments.

Duties and Responsibilities

  • Administers Internal (closed) Army Training Network
  • Configures Army network for operation on the Army network
  • Evaluates network performance issues including availability, utilization, throughput, good-put, and latency
  • Plans and executes network selection, installation, configuration, and testing of equipment
  • Defines network policies and procedures
  • Establishes network connections and firewalls
  • Develops network access, monitoring, control, and evaluation, maintaining documentation
  • Provides configuration, installation, commissioning, operation, and troubleshooting of the private networks which are used to conduct training and overall training support. These private networks are comprised of a CISCO core switch, CISCO node switches, and CISCO distribution switches.
  • Provide support for day to day operation, installation, configuration, and administration of the networking environments.
  • Provide routing and switching troubleshooting and support.
  • Configure network hardware and software prior to installation.
  • Update all newly provisioned circuits, devices, and software documentation in compliance with configuration management guidelines.
  • Responsible for network cabling installation and modification.
  • Provide support for network security, firewalls, routers and the creation and maintenance of VLANs and switching protocols.
  • Create new network design and ability to assess the network requirements and suggest recommendations based on the requirements to the COR.
  • Create backup strategies for the data and recovery plan for the network.
  • Perform network analysis, planning, and testing as needed.
