POSITION TITLE:  Meta Data Taxonomy Specialist

POSITION SCOPE:

Supports enterprise data management and metadata development and management for NOAA’s National Marine Fisheries Services (NMFS), Office of Science and Technology (OS&T).  This position interfaces with personnel across NOAA, NMFS, as well as stakeholders outside of NOAA to help ensure consistent, high quality data management for fisheries data. Work is performed at the NOAA location at 1315 East West Highway, Silver Spring, MD, 20910.

RESPONSIBILITIES

  • Coordination with NOAA stakeholders in academia and other government agencies to develop working agreements regarding data quality, metadata and data sharing partnerships.
  • Develop standards and reference models for various cross cutting fisheries parameters and metrics
  • Support agency efforts to satisfy ISO 11915 which defines the schema required for describing geographic information and services by means of metadata
  • Support NMFS requirements for NOAA’s Big Data public/private partnership including data analysis and cleansing
  • Develops and manages requirements for the Enterprise metadata management system.
  • Provide technical and strategic support for the NMFS information architect.
  • Analyze data standards and strategies reflected in OS&T applications to ensure consistent coherent use of terminologies and underlying metadata.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum’s on-site Program Manager
  • Receives technical guidance and strategic direction from the NMFS information architect.
  • Works closely with software engineers and developers who support OS&T systems and requirements, proving guidance and oversight of data applications.
  • Participates in data management meetings within and NMFS and across the NOAA enterprise.

QUALIFICATIONS:

  • Minimum B.S/B.A. in Engineering, Computer Science, or related field.
  • Demonstrated proficiency, with a minimum of 5 years’ relevant experience in data management, preferably in support of environmental data requirements.
  • Experience with end-to-end metadata management.
  • Experience implementing enterprise-wide metadata solutions.
  • Experience with semantic technologies e.g. taxonomies, ontologies.
  • Working knowledge of the ISO 19100 series, particularly the ISO 19115 metadata schema.
  • Experience and demonstrable expertise with one or more of the following technologies:
    • SQL
    • org dataset tags.
    • Resource Description Framework (RDF)
    • Web Ontology Language (OWL)
    • XML
    • Simple Knowledge Organization System (SKOS).
  • Experience supporting matrixed collaborative data management and analysis.
  • Experience in a NOAA or other U.S Government particularly in support of a science mission is highly desirable.

Linux Admin/IT Support

POSITION TITLE:  Linux Admin/IT support for NOAA’s Ocean Surface Winds Science Team (OSWST)

POSITION SCOPE:

This position serves as the principal systems administrator and IT resource for the Ocean Surface Winds Science Team in NOAA’s Center for Satellite Applications and Research (STAR) at NOAA’s Center for Weather and Climate Predictions in College Park, Maryland. The OSWST operates an environment that includes 15 Linux CentOS servers and one Solaris Server, 1.4 Petabytes of mostly JBOD storage, Apache Web servers. OSWST performs experiments on NOAA P3 airplanes; the supported environment includes systems and sensor interfaces that reside on those planes.

 RESPONSIBILITIES:

  • Provide systems administration and general support for the OSWST infrastructure
  • Serve as the principal IT resource as member of a small team of scientists and analysts who collect, process, and analyze data to study and model Ocean Surface wind, using data collected via satellite and air based experiments
  • Administer, monitor and maintain all Linux servers including unboxing, provisioning, baseline configuration, ongoing configuration management, patching, and de-commissioning
  • Perform Tier 2-3 helpdesk support on OSWST systems
  • Monitor system performance and resource utilization
  • Assist with patching and developing and implementing firewall rules and security controls
  • Follow and support STAR Configuration Management practices
  • Manage OSWST Apache based public web services
  • Manage and monitor perimeter security devices including firewalls

QUALIFICATIONS:

IT Specialist

POSITION TITLE: IT Specialist

POSITION SUMMARY:  Serves as the primary IT resource in support of the West Coast Region Office (WCRO) of NOAA’s Office of National Marine Sanctuaries.  Supports personnel in WCRO and five Sanctuaries Offices from the Washington State to Santa Barbara, CA.  Work is performed at the Office of National Marine Sanctuaries, WCRO; 99 Pacific Street; Monterey California 93940.

RESPONSIBILITIES

  • Help Desk support for ONMS West Coast Personnel
  • Problem resolution and Configuration Management for user community which includes scientists, administrative and management staff, and analysts.
  • Coordinates incidents and problems escalated to Tier 3 personnel at NOAA headquarters in Silver Spring and applicable vendor teams.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum’s Contract Program Manager in Silver Spring MD
  • Receives technical guidance and communicates regularly and frequently with the ONMS Federal Team lead in Silver Spring, MD.

Data Center Project Manager

POSITION SUMMARY:  Provides project management for large scale infrastructure and enterprise system projects for the National Ocean Service (NOS) Information Management Office in support of the NOS Associate Chief Information Officer (A-CIO).  Responsible for all aspects of task-level project performance. May work on several projects concurrently, providing supervision to matrixed technical support personnel.  The top priority of this position is project management for a data center relocation from government space to a commercially hosted facility.

RESPONSIBILITIES:

Senior IT Systems Engineer (SME II)

EDUCATION AND EXPERIENCE REQUIREMENTS

This position requires 10 years of IT Systems Engineering experience and a Bachelor’s degree, or 8 years’ experience and a Masters’ degree, or 16 years of Business Analyst experience and an Associate’s degree. The selected candidate must have an active SECRET clearance.

POSITION DESCRIPTION

The Senior IT Systems Engineer shall provide technical expertise and perform analysis activities to identify and recommend strategic and tactical options for improved management and performance of the organizational mission and its enterprise requirements for product data across domains.

The Senior IT Systems Engineer shall support meetings, IPTs, teleconferences and workshops through the development and review of presentations, status updates, action/issue logs, and the consolidation of stakeholder inputs or comments. Additional support may include coordinating capability statements, requirements specifications, design documents, informational papers and other required documentation in the format specified by the Government.

The Senior IT Systems Engineer shall oversee functional requirements development for initiatives across the Enterprise. That oversight encompasses the full range of responsibilities from the elicitation, refinement and management. Experience in traceability matrices, use case development and use case validation is necessary. Familiarity with commercial requirements management tools is a plus.

The Systems Engineer shall provide subject matter expert support to document, review, and analyze, business rules, processes and models. Familiarity Department of Defense Architecture Framework (DoDAF), Business Process Modeling Notation (BPMN) and other graphical notations for specifying architecture and processes is strongly encouraged. Experience with business architect and modeling tools is desired.

The Systems Engineer must have:

  • Proven knowledge and experience in the assessment and analysis of the information systems, applications and tools, business case analysis, costs models, data migration, data standards, compliance requirements, Configuration Management (CM), lifecycle costs, Product Data Management (PDM), maintenance/sustainment, and risk mitigation.
  • Demonstrated expertise in full life-cycle development, integration, and sustainment of large-scale IT systems, preferably Enterprise Resource Programs (ERP.) Expertise in Product Lifecycle Management (PLM) is highly desirable.

Previous experience or familiarity with the Army Materiel Command (AMC) Enterprise, to include the general organization and functioning of AMC Headquarters and its Major Subordinate Commands (MSCs) installations, and depots, is desirable.

Leading multiple, concurrent, web-based, database-driven, custom application development projects within the Office of Science and Technology (OST) in accordance with the mission. Responsibilities may include, but not be limited to, support of the following:

  • Hands-on participation and facilitation of the full software development life cycle for multiple, concurrent development projects, including primary responsibility for requirements elicitation, definition and documentation
