JOB DESCRIPTION: IT Modernization Project Manager responsible for integrating current customer IT delivery methods and emerging services into a single, consistent organization and business model for delivering cloud-based infrastructure and platform Managed Services. The Managed Services PM collaborates with current IT operations leadership during transition of current capabilities into cloud-based services. Provide thought and action leadership on adoption of a consistent and standardized way of delivering cloud-based Managed Services. This position works directly with the managed service providers’ designated leaders, to ensure all data is up-to-date, architectural designs are sustainable, supportable, and reliable; and can be operational and tactically managed to preserve the operational integrity of the computing environment. Implement and oversee a managed services business model that transforms existing processes as well as establishing new services and capabilities. The Managed Services PM ensures that all SLAs meet expectations for contracted services and that those services are delivered to meet established expectations. Collaborate with managed services providers to develop agreed upon SLAs and metrics and monitor the performance on SLAs through regular review and continuously improve metrics. Ensure operational service gaps are corrected in a timely manner, acceptable to the business and that resources, capabilities and capacity are available to meet the expectations of the customer in accordance with contracted services.

IT Director/Manager

POSITION TITLE:  IT Director/Manager in the Corporate Office (Rockville, MD)

POSITION SUMMARY:

Lead or support Caelum’s IT development and identify potential business initiatives in federal agencies that provide for the expansion of Caelum’s IT and related capabilities and revenues. Develop or provide input for proposals as part of business development activities.

RESPONSIBILITIES:

  • Works with Senior leadership to develop short- and long-range goals/objectives for the IT and related technologies business development functions.
  • Develops and recommends strategies for taking advantage of the Company’s technological strengths and for developing new capabilities.
  • Lead or champion IT initiatives in new business capture and pursue activities; assist multi-discipline and/or cross-functional teams in proposal preparation activities.
  • Monitors company IT performance against contract requirements, compliance and maintains customer contact on issues, to ensure customer satisfaction. Encourages and supports a “team” mindset within the company.
  • Assist managing and reporting activity, pipeline development, and revenue forecasting through developed organizational processes.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum’s Sr. Vice President.
  • Interfaces externally with government personnel, vendors, and teaming or joint venture partners.
  • Participate in monthly manager and weekly BD meeting, and internally interface with other executives, program or project managers, HR, and support group members as needed.

EDUCATION/EXPERIENCE REQUIRED:

  • B.S. in Computer Science, Engineering, Science, or related field.
  • Advanced study or related professional training and certification are desirable.
  • At least 5 years demonstrated previous successful relevant work and management experience.
  • Knowledge of the Fed Government contracting acquisition processes.

COMPENSATION AND OTHER FINANCIAL CONSIDERATIONS AT HIRE:

  • Base salary open, the title of the position is depending upon background and experience of successful candidate.
  • This position is an incentive-oriented position; in addition to base salary and comprehensive fringe benefits, the successful candidate will be eligible for additional incentive compensation, which is directly related to work performance.

Data Collector I

Job Description

Works under close supervision and receives technical guidance from supervisor or higher-graded employee. Provides assistance to higher-graded employees engaged in the on-site collection of reliability, availability, maintainability, logistics supportability, and performance data during developmental and/or operational testing of new military/non-military automotive, electronic, general support or ordnance materiel. Acquires through formal and informal classroom and on-the-job training a practical knowledge of the characteristics, properties and uses of equipment necessary to carry out the data collection process. Becomes familiar with detailed procedures which are either established or repetitive, or which are specified by a higher-graded employee at the time of initial performance and by using readily acquired skills or equipment knowledge. Under the technical guidance of a higher-graded employee performs any or all of the following illustrative tasks for routine projects: visually examines equipment or test items for flaws or defects; observes operation of equipment to detect apparent malfunction(s); observes operation of simple test instruments and controls during tests and records related test data; downloads test data from on-board instrumentation; performs specified arithmetic computations; and extracts and compiles specified data including detailed narrative from records or other sources such as specifications and drawings. All work is reviewed by a higher-graded employee for quality assurance, accuracy and completeness on a daily basis.

Qualifications

Must have a GPA of 2.0 or higher in each individual discipline of math and science and a GPA of 3.0 or higher in High School English and/or a GPA of 2.5 or higher in College English from either an accredited high school or university.

Must have at least one-year experience using a computer and Microsoft software or successful completion of two recognized computer classes.

Physical Requirements

May require sitting in front of a computer for extended periods of time (up to 75%). The ability to bend, stoop, squat, crawl, crouch, kneel, reach above shoulder level and climb onto or into a vehicle is required (up to 50%). Walking a minimum of 50 yards over rough terrain is required (up to 25%).

Description of Work Environment

Work environment may be indoors or outdoors depending on task. The ability to work in outdoor field conditions that include extreme hot or cold temperatures and other outdoor climatic conditions is required (up to 50%). Must be able to work in areas where only portable restroom facilities are available (up to 50%). Work environment may be fast-paced and require work under pressure to meet deadlines associated with the completion of a task. Must be available to perform job functions at sites other than APG. Travel may be required.

Equipment Involved in Work Tasks

Must be able to communicate effectively, bother verbally and in writing. Must be able to obtain a Secret security clearance in order to gain access to required areas, networks and systems within 30 days of date of offer letter. Must be able to provide proof of US citizenship. Must be able to obtain and retain unescorted access to work areas. May be subject to physicals or exams due to the work areas in which you are assigned. May be exposed to noise, temperature extremes, and fumes from fuels and solvents. Must be able to wear personal protective equipment as required. POSITION SCOPE:

This position supports the NOAA Office of the CIO, Service Delivery Division (SDD), serving as mid-level .Net developer in support of various major corporate systems such as the Inquiry Interface to NOAA’s Common Access Card system, the NOAA Reporting System (for performance), the NOAA Staff Directory, and other applications in support of NOAA corporate and mission requirements.  Work is primarily performed at the NOAA customer site in Germantown, MD.

RESPONSIBILITIES:

  • Responsible for supporting the existing web based applications in Windows, IIS, SQL Server, ASP.Net (WISA) solution stack
  • Develops and supports testing of new applications for the Service Delivery Division
  • Trouble shooting and problem solving existing systems
  • Develops technology solutions for broad and isolated issues investigating NOAA licensed and open source tools and services
  • Supports development to test to operations life cycle migration for applications developed within the SSD team including testing, requirements validation, and devops transition
  • Develops and/or update documentation for any new and/or existing web technologies and processes implemented

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to Caelum NOAALink Program Manager.
  • Receives technical guidance and priorities from the Government Task Manager.
  • Works closely with a small team of other developers, database administrators, and analysts to achieve customer goals and objectives.
