Position/Title: Vice President, Business Development

POSITION SUMMARY:

Identify or direct Caelum’s business development initiatives that provide for the expansion of Caelum’s government contracting business. Develop and maintain relationships with customers and conduct development or capture activities to pursue potential business opportunities that will capitalize on and expand Caelum’s capabilities.  Network with industry partners to explore opportunities for priming, joint venture, or subcontracting that would increase Caelum revenues and profitability.  Work location is at Caelum’s HQ in Rockville, Maryland.

RESPONSIBILITIES:

  • Lead or coordinate to develop short- and long-range goals/objectives and business opportunities pipeline focusing on U.S. Federal Government agencies.
  • Develop and recommend strategies for taking advantage of the company’s technical strengths and development of new capabilities.
  • Lead or coordinate in new business capture and pursuit activities; champion multi-discipline or cross-functional teams in proposal preparation activities.
  • Ensure the necessary resources to produce strong, effective, and winning new business captures and proposals.
  • Lead or support a team mindset within the company and develop appropriate teaming or joint venture partners.
  • Manage the BD Team in reporting activities, pipeline development, and revenue forecasting.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports directly to Caelum’s President.
  • Interfaces with representatives from government customers, vendors, and teaming partners.
  • Interface with Caelum’s other executives regularly, and with contracts’ program or project managers and other support staff as needed.
  • Provide weekly activities report and post in Caelum’s secured cloud-base Business Intelligence Center website.
  • Lead weekly BD meeting and Monthly Managers’ Meeting.

QUALIFICATIONS AND REQUIREMENTS:

  • At least 10 years demonstrating previously successful relevant work experience.
  • In-depth direct knowledge of the Fed Government contracting acquisition processes.
  • Established relationships with potential customers.
  • General IT knowledge or technical background that would facilitate an understanding of technical requirements.
  • Confident, self-assured demeanor, with excellent interpersonal relationship skills.
  • No college degree is required, but a B.S. in Engineering, Science, Computer Science, or related field is preferred.
  • Other advanced study, training, and certification is desirable.

COMPENSATION AND OTHER FINANCIAL CONSIDERATIONS AT HIRE:

  • Base salary is open, dependent upon background and experience of the successful candidate.
  • This position is an incentive-oriented position; besides base salary and full fringe benefits, there will be additional incentive compensation IAW revenues/profits generated by the successful candidate.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

The essential functions of this position are in the office environment using computers and other general office equipment/hardware. Regular local and occasional out-of-town travel may be required. Computer Systems Support Specialist

Description:
Under general supervision, is responsible for installing and modifying computer system software/peripheral equipment. Provides end user support to internal customers. Receives and responds to end user “help” requests and/or trouble reports. Diagnoses, troubleshoots, identifies and resolves hardware failures and software problems. Enters all “help” requests received into a central database and monitors requests needing higher-level assistance until resolved. Coordinates warranty repair of equipment, when appropriate. Responsible for the lifecycle planning, identification of funding requirements, formulation of purchase requests and fielding of automation and software for users within the organization. Maintains hardware and software inventory. May serve as information system security officer for area of responsibility.

Performs first level troubleshooting for customers. Receives and logs issues, questions, requests from phone, voice mail, email, and walk-in customers regarding PC hardware, software, printers, and peripherals. Attempt to resolve issues/requests at the time of contact or escalate in accordance with procedures for additional support/resolution. Professionalism is a must since you will be co-located with the customer.

Task Order Project Manager

October 16, 2018

Serves as the project manager for a large, complex task order (or a group of task orders affecting the same system) and shall assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level Task Order Managers, Government management personnel and customer agency representatives. Under the guidance of the Program Manager, the Task Order Project Manager (TOPM) is responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.

Minimum Requirement: Must have Project Management certification (i.e. Project Management Professional (PMP) Certification, other recognized certification, etc.) plus five (5) years relevant experience and 5 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.

Minimum Education: BS or BA or four (4) additional years of related experience.

Business Analyst – Finance

The Business Analyst (BA) performs detailed job analysis of business processes and provides an interface between traditional logistical support organizations and functional requirement definitions. A BA must demonstrate the following:

  • Excellent organizational, analytical, written and oral communication skills.
  • The ability to prioritize and multi-task in a fast-paced environment.
  • The ability to interact at all levels in the chain of command.
  • The ability to work independently with minimal supervision and also work in a team-based, highly collaborative environment.
  • The ability to work well under pressure and around tight deadlines.
  • A wide range of knowledge dealing with depot operation and maintenance.

The Business Analyst (Financial Data Analyst) performs detailed analyses of business processes and provides an interface between traditional Information Technology (IT) support organizations and functional requirement definitions.

Responsibilities may include, but are not limited to:

  • Analyzing complex Department of Defense (DoD) resource management and financial process requirements;
  • Evaluating the integration of finance and logistics operations;
  • Assessing financial operations, identifying opportunities for enhancement, and assisting technical resources in developing solutions;
  • Performing studies and analysis;
  • Generating technical documentation, decision papers, presentations, and situation reports;
  • Identify risks and issues to ensure appropriate tracking and mitigation

The selected candidate must have:

  • Experience as a Financial Data Analyst at an Army Installation or Tactical Unit and used an Army ERP;
  • An understanding of DoD and Army Finance regulations/policies and ensure processes developed within the office are in compliance;
  • Ability to analyze the interactions between the various facets of financial operations and developing policies and procedures that balance considerations from diverse areas such as supply, maintenance, transportation, and acquisition;
  • Excellent communication and presentation skills to perform stakeholder management, resolution management, and facilitate Working Groups and IPTs;
  • Hands-on experience with Status of Funds, Unmatched Disbursements, Inter-fund Billing, and Expected Credits;
  • Experience in monitoring/evaluating data quality within Army ERP systems;
  • An understanding and awareness of GCSS-Army/LMP/AESIP/GFEBS interfaces and dependencies;

A BA will assist in logistics support activities centered on enterprise data management and the validation of data prior to migration from legacy systems, specifically the Logistics Modernization Program (LMP). Responsibilities for data life-cycle control may include, but is not limited to:

General:

  • Defining data goals, objectives, strategies and standards for data cleansing/validation/accuracy administration.
  • Exercising oversight of legacy data cleansing, analysis, harmonization and staging to support the Enterprise Resource Planning (ERP)/LMP environment.
  • Prioritizing associated tasks.
  • Assisting in defining the technical solutions to support identified metrics, as well as monitoring ERP/LMP data quality and availability through the use of metrics and audits.
  • Enforcing the business processes implemented for the organization’s enterprise data management and data integration.
  • Performing technical analysis by assessing the areas of impact of data issues from Department of Defense (DOD) to user level within the Logistics Enterprise.
  • Assisting in maintaining and sustaining migration efforts associated with LMP and management of future requirements affecting depot-level maintenance, project tracking, quality management, shop floor execution, reporting, plant maintenance, or data quality.
  • Utilizing qualitative and quantitative techniques in analyzing and measuring the effectiveness and efficiency of the data that will be used in support of LMP.

Technology:

  • Maintaining skill sets in the hardware/software being used to accomplish customer tasks.
  • Performing data migration and exchange with legacy systems, and providing guidance for data life-cycle management.
  • Employing centralized data management for cleansing, validation, analysis, and migration.
  • Utilizing metrics to measure performance and progress.
  • Maintaining an awareness of trends that may either positively or negatively affect the customer.
  • Exhibiting a wide range of technical knowledge including database querying, application development, project management, scheduling, etc.

Training:

  • Attending Army Logistics Workshops/lPTs in support of various pre-migration activities.
  • Completing Information Assurance and other DOD required training.

Qualifications/Requirements:

  • 5 year (minimum) background with LMP and depot operations.
  • 5 year (minimum) background with LMP National-level maintenance (MBOMS, RBOMS, Production Orders, Work Centers, CAPP PLANS, MII, CAMS).
  • 5 year (minimum) experience in migrating data from Army legacy systems to Army ERP systems.
  • This position requires the following education/experience:
  • Bachelor’s Degree and 5 years of relevant experience OR
  • Master’s Degree and 3 years of relevant experience OR
  • 9 years of total related experience in lieu of a degree

Proposal Manager

POSITION SUMMARY:

Lead Caelum’s proposal development effort and assist business development activities that provide for the expansion of Caelum’s government contracting business. Assist business capturing activities to pursue potential opportunities that would capitalize on and expand Caelum’s corporate capabilities. Caelum specializes in IT/IM, system engineering, logistics, data collections, and program management. The work location is at Caelum’s HQ in Rockville, Maryland.

RESPONSIBILITIES:

  • Assist BD Directors in planning and developing proposal management and activities.
  • Support new business capture and pursuit activities; and coordinate multi-discipline or cross-functional teams in proposal preparation activities.
