The Business Analyst (BA) performs detailed job analysis of business processes and provides an interface between traditional logistical support organizations and functional requirement definitions. A BA must demonstrate the following:

The Business Analyst (Financial Data Analyst) performs detailed analyses of business processes and provides an interface between traditional Information Technology (IT) support organizations and functional requirement definitions.

Responsibilities may include, but are not limited to:

  • Analyzing complex Department of Defense (DoD) resource management and financial process requirements;
  • Evaluating the integration of finance and logistics operations;
  • Assessing financial operations, identifying opportunities for enhancement, and assisting technical resources in developing solutions;
  • Performing studies and analysis;
  • Generating technical documentation, decision papers, presentations, and situation reports;
  • Identify risks and issues to ensure appropriate tracking and mitigation

The selected candidate must have:

  • Experience as a Financial Data Analyst at an Army Installation or Tactical Unit and used an Army ERP;
  • An understanding of DoD and Army Finance regulations/policies and ensure processes developed within the office are in compliance;
  • Ability to analyze the interactions between the various facets of financial operations and developing policies and procedures that balance considerations from diverse areas such as supply, maintenance, transportation, and acquisition;
  • Excellent communication and presentation skills to perform stakeholder management, resolution management, and facilitate Working Groups and IPTs;
  • Hands-on experience with Status of Funds, Unmatched Disbursements, Inter-fund Billing, and Expected Credits;
  • Experience in monitoring/evaluating data quality within Army ERP systems;
  • An understanding and awareness of GCSS-Army/LMP/AESIP/GFEBS interfaces and dependencies;
  • Knowledge and understanding of Asset Accounting in GFEBS;
  • Knowledge and understanding of the Logistics Domain transformation to the ERP-dominated environment;
  • Ability to articulate objectives of enterprise data quality management;
  • Experience in the review and corrective actions (remediation) of master and transactional data in an ERP environment;
  • Ability to utilize data analysis tools to include SQL, Microsoft Access, and Excel to query data from multiple complex relational databases and other data sources in support of customer data requests;
  • Ability to interpret data and identify and facilitate the development of models that depict or describe historical events for audit support;
  • This position requires the following education/experience:
  • Master’s Degree and 6 years of relevant experience OR
  • Bachelor’s Degree and 8 years of relevant experience OR
  • Associate’s Degree and 10 years of relevant experience OR
  • 12 years of total related experience in lieu of a degree

Inside office environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

Physical Requirements:

Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required. Must be able to lift and carry 15 lbs.

Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). A BA will assist in logistics support activities centered on enterprise data management and the validation of data prior to migration from legacy systems, specifically the Logistics Modernization Program (LMP). Responsibilities for data life-cycle control may include, but is not limited to:

General:

  • Defining data goals, objectives, strategies and standards for data cleansing/validation/accuracy administration.
  • Exercising oversight of legacy data cleansing, analysis, harmonization and staging to support the Enterprise Resource Planning (ERP)/LMP environment.
  • Prioritizing associated tasks.
  • Assisting in defining the technical solutions to support identified metrics, as well as monitoring ERP/LMP data quality and availability through the use of metrics and audits.
  • Enforcing the business processes implemented for the organization’s enterprise data management and data integration.
  • Performing technical analysis by assessing the areas of impact of data issues from Department of Defense (DOD) to user level within the Logistics Enterprise.
  • Assisting in maintaining and sustaining migration efforts associated with LMP and management of future requirements affecting depot-level maintenance, project tracking, quality management, shop floor execution, reporting, plant maintenance, or data quality.
  • Utilizing qualitative and quantitative techniques in analyzing and measuring the effectiveness and efficiency of the data that will be used in support of LMP.

Technology:

  • Maintaining skill sets in the hardware/software being used to accomplish customer tasks.
  • Performing data migration and exchange with legacy systems, and providing guidance for data life-cycle management.
  • Employing centralized data management for cleansing, validation, analysis, and migration.
  • Utilizing metrics to measure performance and progress.
  • Maintaining an awareness of trends that may either positively or negatively affect the customer.
  • Exhibiting a wide range of technical knowledge including database querying, application development, project management, scheduling, etc.

Training:

  • Attending Army Logistics Workshops/lPTs in support of various pre-migration activities.

Qualifications/Requirements:

  • 5 year (minimum) background with LMP and depot operations.

Proposal Manager

POSITION SUMMARY:

Lead Caelum’s proposal development effort and assist business development activities that provide for the expansion of Caelum’s government contracting business. Assist business capturing activities to pursue potential opportunities that would capitalize on and expand Caelum’s corporate capabilities. Caelum specializes in IT/IM, system engineering, logistics, data collections, and program management. The work location is at Caelum’s HQ in Rockville, Maryland.

Linux Administrator

POSITION TITLE:  Linux Admin/IT support for NOAA’s Ocean Surface Winds Science Team (OSWST)

POSITION SCOPE:

This position serves as the principal Systems Administrator and IT resource for the Ocean Surface Winds Science Team in NOAA’s Center for Satellite Applications and Research (STAR) at NOAA’s Center for Weather and Climate Predictions in College Park Maryland. The OSWST operates an environment that includes 15 Linux CentOS servers and one Solaris Server, 1.4 Petabytes of mostly JBOD storage, Apache Web servers. OSWST performs experiments on NOAA P3 airplanes and the supported environment include systems and sensor interfaces that reside on those planes.

 RESPONSIBILITIES:

  • Provide systems administration and general support for the OSWST infrastructure;
  • Serve as the principal IT resource as member of a small team of scientists and analysts who collect, process, and analyze data to study and model Ocean Surface wind, using data collected via satellite- and air- based experiments;
  • Administer, monitor and maintain all Linux servers, including unboxing, provisioning, baseline configuration, ongoing configuration management, patching, and de-commissioning;
  • Perform Tier -2 and -3 helpdesk support for the OSWST systems;
  • Monitor system performance and resource utilization;
  • Assist with patching, developing and implementing firewall rules and security controls;
  • Follow and support STAR Configuration Management practices;
  • Manage OSWST Apache-based public web services;
  • Manage and monitor perimeter security devices including firewalls;
  • Setup and manage hardware and software JBOD storage systems;

    • Ability to compile software packages from source (FORTRAN and IDL)

Active Secret or Interim Secret Clearance to start. Due to the nature of the Government contract requirements and/or clearance requirements, US citizenship is required.

Desired Skills:

Windows Server Administrator responsible for installation, configuration and support of all Windows, VMware ESXi servers and operating systems within a DoD enterprise environment requiring 24 x 7 uptime. POSITION TITLE:  Lead Engineer

PROGRAM SCOPE: Missile Defense Agency (MDA) Advanced Research Center (ARC) Program

  • This program supports the management of the Special Purpose Processing Node (SPPN), Unclassified Networks, and other Government Furnished Equipment that comprises the ARC and provide the infrastructure necessary to support Hardware in the Loop (HWIL), Ground Test and tenant/stakeholder activities as part of the SPPN.

RESPONSIBILITIES:

  • Capable of leading all aspects of engineering activities across the ARC program, to include planning, integration, development, and network testing.
  • Lead all network test support activities, to include strategic and deliberate planning.
  • Develops, plans, coordinates and integrates systems-related requirements to support operational needs.
  • Makes recommendations based on assessments of stakeholder requirements.
  • Develops and coordinates contract deliverables and reports. Prepares management plans and reports.
  • Leads team members in completion of contract deliverables, task order review, and briefings and presentations.
  • General knowledge of complex weapon system engineering as it related to designing, developing, and implementing a network capable of conducting ground tests of the BMDS.

QUALIFICATIONS:

  • Minimum: Master of Science in computer science, engineering, mathematics, or related field OR seven (7) years related work experience, in place of; AND
  • 15 or more years related work experience
  • General knowledge of network integration testing, test configuration management, and data management required.
