Delivery Lead

IT Operations Manager

POSITION TITLE:  IT Operations Manager

POSITION SUMMARY:  Operations Manager for IT Support Services in support of NOAA’s National Ocean Service, managing all aspects of Enterprise IT Operations including Service Desk, SAN, servers, LAN, and WAN for a Microsoft-centric framework that supports a headquarters operation of over 800 employees with another 1,500 field employees in over 20 locations.

RESPONSIBILITIES:

  • Ensure successful achievement of all requirements of the standard IT operations and support activities and duties.
  • Identify and apply appropriate management frameworks to various components of operations (similar to prior Microsoft Operations Framework) and service delivery (e.g., ITIL). Offerors shall propose frameworks with complete descriptions, justification for their use, and evidence of Best Value for the Government.
  • Integrate all operational activities, labor resources, and tools into one cohesive service delivery environment.
  • Implement and manage full operational schedules, including a master schedule of IT operations, opening/closing checklists, integrated daily operational calendars showing status of regularly scheduled duties and work, regular audits and maintenance, and other schedules needed based on Contractor experience. Create artifacts to demonstrate adherence to the schedules. Schedules and related artifacts shall be available for review by the Government at any time.
  • Ensure standard processes are developed when needed and followed at all times.
  • Ensure that all labor resources have the appropriate skills needed to perform their jobs and there are no single points of failure.
  • Ensure successful delivery of all services during established service hours, especially core hours (see Attachment III). Develop and meet service metrics and SLAs; immediately correct service lapses and apply mitigation to prevent future lapses.
    • Regular support coverage extends over several time zones (all Continental US zones plus Hawaii and American Samoa), up to 6:00 PM local time if labor resources are on site, or 6:00 PM Eastern time if support is from Silver Spring.
    • On-call after-hours support other than emergency support is not expected. See under Work Hours how after-hours work is to be approved and compensated under this contract.
  • In collaboration with the Government, review established operational metrics, propose changes to enhance efficiency, security, and customer service, and implement procedures to ensure achievement of metric targets.
  • Establish and maintain clear lines of communication, accountability and responsibility. Ensure all teams develop SOPs and/or Operating Level Agreements (OLAs).
  • Remain current on events, plans, decisions, etc. at NOS- and NOAA-level operational committee meetings; ensure activities are aligned with strategy and policy requirements. Inform Federal staff of operational status, successes, risks, barriers, etc.

REPORTING/INTERFACE RELATIONSHIPS:

  • Reports to the on-site Program Manager
  • Interacts regularly with Federal technical staff
  • Provides direction for 4-5 team leads

QUALIFICATIONS:

  • Microsoft server certification, demonstrated knowledge of and experience with a Microsoft Active Directory environment supporting at least 2000 users.

Program Manager

JOB DESCRIPTION:

Caelum Research Corporation is seeking a Program Manager to provide support that encompasses all monitoring, managing and execution of the work performed within this task order. The program staff will serve as the conduit between the agency and the contractor with the responsibility for the cost, schedule, and technical performance of this task order. Program support encompasses creating and managing work plans, timelines, task orders and project plans. Program support includes analysis and review of technical documentation, as well as client needs, and providing recommendations of business improvements. The program manager  manages multiple project plans, documents and a customer satisfaction program to the measure this contract requires.

This is a full-time position working onsite at Fort Lee, VA.

RESPONSIBILITIES:

  • Ensure there are sufficient personnel to perform against this order so that all deliverables are provided at acceptable quality levels with customer satisfaction.
  • Provide project management identifying potential requirements, resource scheduling and tracking.
  • Guarantee there are sufficient certified personnel available and DoD 8570.1-M baseline standards to meet all requirements within this task order.
  • Prepare project schedules based on priorities given by IT management.
  • Direct program activities with all appropriate IT functional proponents.

BMC Administrator/Analyst

JOB DESCRIPTION:

Caelum Research Corporation is seeking personnel to support the Defense Commissary Agency (DeCA) for Enterprise Application Support using BMC’s suite of IT Service Support Management (ITSSM) tools. The BMC Remedy service desk application and Atrium Discovery and Dependency Mapping (ADDM) software supports the agency’s asset management and change management. ADDM is used to conduct end-to-end discovery of DeCA’s physical, virtual, and application assets. Remedy and ADDM work in tandem to provide service desk management, change management, asset management, and knowledge management throughout day-to-day agency support.  This position is the lead Remedy Administrator providing configuration management, user support, Remedy customization, and overall support of for IT Services Management at DeCA.  The Remedy environment includes 12 servers supporting over 400 direct Remedy users and managing over two million Configuration Items (CI).

This is a full-time position working onsite at Fort Lee, VA.

RESPONSIBILITIES:

  • Deliver high availability (reference performance standards) for BMC resources while ensuring confidentiality and integrity of the environment provided to the business.
  • Conduct end-to-end discovery of DeCA’s physical, virtual, and application assets.
  • Monitor server event changes (Remedy System structured items) and server statistics (peak hours, performance hits, etc.).
  • Control fixed and floating license assignments. Initiates license renewal paperwork for the Remedy application as necessary.
  • Analyze and optimize configuration of the DeCA’s Remedy implementation.
  • Support the; Action Request System, Database, Operating System, Web Server, Servlet Engine, Remedy Mid-Tier tuning and Remedy Knowledge Manager.
  • Maintain the Configuration Management Database (CMDB).
  • Manage the Asset Manager linkages between agency assets to include software licenses, leases, warranty, and support contracts.
  • Design, develop, evaluate and integrate fixes/patches and enhancements through all phases of the System Development Life Cycle (SDLC).
  • Ensure all aspects of Disaster Recovery (DR) are operational and tested.
  • Review all security logs to include; DeCA’s enterprise log management system and local event logs.
  • Ensure tools; Host Based Security System (HBSS), Assured Compliance Assessment Solution (ACAS), and Security Content Automation Protocol (SCAP) Compliance Checker (SCC) are used for system security compliance.

Perform all remediation actions for compliance, Security Technical Implementation Guide (STIG), and vulnerability scan violations. Develop Plan of Action and Milestone (POAM) as required.

  • Comply with Risk Management Framework (RMF) requirements. Enter work into Enterprise Mission Assurance Support Service (eMASS).
  • Work tickets IAW the Acceptable Quality Level (AQL) for each performance standard.
  • Produce Deliverable Reports by fully utilizing automated reporting tools appropriated by DeCA IT.

QUALIFICATIONS:

  • Bachelor’s Degree in relevant discipline
  • Advanced knowledge of BC Remedy, ADDM, IAVM, SCAP/SCC
  • U.S. Citizen
  • Certifications: Security+, BMC/Remedy
