Description:
Under general direction, serves as Service Desk Team Lead, responsible for providing second-tier support to end-users for PC, server, mainframe applications and hardware. Candidate provides Remedy reports for aged tickets and tickets completed within the C4IM metrics. Trains service desk staff and IMOs, providing guidance to service desk baseline and mission IT support staff on the contract. Simulates or recreates user problems to resolve operating difficulties. Recommends systems modifications to reduce user problems. Maintains currency and high level of technical skill in field of expertise. Escalates more complex problems to senior level engineers. Cloud Engineer

POSITION TITLE: Cloud Engineer

POSITION SUMMARY: Incumbent serves as a primary Cloud subject matter expert both within the Caelum Team and across the National Ocean Services (NOS) and it’s Program Offices, providing consulting as well as direct engineering and technical support to help assure integration between on-premises infrastructure operations and Microsoft Azure Cloud services for the NOS Information Management Office in support of the NOS Associate CIO. Collaborative as well as technical skills are critical to successful performance.

RESPONSIBILITIES

• Develops and implements a role- based access control strategy integrated with on-premises Active Directory services.
• Manages Cloud providers’ applications, infrastructure, and systems to ensure optimal, efficient, and secure consolidated operations.
• Develops, implements, and enforces standard procedures to provision and manage Cloud-based network, storage and infrastructure constructs; secure standard procedures to provision and manage virtual assets, services, and databases.
• Ensures resilience, sizing and capacity requirements are met; monitors SLAs and burn rates
• As needed, assist with development of security documents, control inheritance documentation, risk analyses, and full or partial security packages.
• Develop and implement standard procedures to provision and manage Cloud-based network and infrastructure constructs such as VPN tunnels, Virtual Networks, ExpressRoutes, Network Security Groups, Firewalls, Resource Groups, File Storage options, Load-balancing, and Active Directory Federated Services.

REPORTING/INTERFACE RELATIONSHIPS:

• Interacts regularly with Federal technical staff and the NOS Cloud ConOps group

QUALIFICATIONS:
• Professional-level Cloud Certification (Engineer or Architect).
• Experience as a senior level Systems Administrator in a Microsoft or Linux environment.
• Working level knowledge of software engineering and development
• Cloud Security Certification desirable
• Strong trouble shooting capabilities
• Experience with Power BI is highly desirable.
• Excellent communications and interpersonal skills.

Requirement Expertise

1. The position requires extensive knowledge of and experience managing the full system development life cycle for web-based, database-driven, custom software development projects, including gathering requirements, designing, developing, and implementing information management systems and the ability to design, develop, and administrate databases and applications, applying a high degree of imagination and creativity to problems recognized as critical obstacles to progress in an area of exceptional interest.

2. The position requires extensive knowledge of and experience with data Extract, Transform, and Load (ETL) practices, including data quality assurance, data validation and standardization, data reconciliation, data transmission, data encryption, and large volume data processing.

Physical Demands and Work Environment

The position operates in a professional office environment. It requires the routine use of standard office equipment such as computers, telephones, copy machine, printers, filing cabinets, postage machine and fax machines. During the pandemic lockdown, however, remote work from home will be permitted, when possible. Caelum will provide the necessary equipment such as a laptop for the employee to work from home.

The physical demands for this position include (but may not be limited to): being able to remain in a stationary position at a desk for a certain amount of time, occasional movement inside the office to access file cabinets, office machinery (copy machine, postage stamp machine, printer, etc.…), regular operation of a computer and other office machinery. Supports the National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SWFSC) working with the Federal Data Maturity Model. Working with government personnel to assess, develop and implement feasible and effective data management plans that balance strategic and operational needs.

Specific job duties may include but are not limited to:
• Performing a comprehensive review of the SWFSC and other FMCs data management practices as well as national/Federal data maturity model and data management requirements. This includes evaluation, analysis and recommendations for improvements and advancing of our data management and data governance processes.
